Development in Germany Why PEFC although FSC existed? PEFC/04 -1 -1 § FSC Certification on the level of individual forest enterprises is unsuitable for small forest holdings because it cannot be financed § Some of the original certification criteria of FSC were not acceptable (e. g. ban of harvesters, 10 % unmanaged forest area) § Forest owners are not adequately represented (only 9 % of the votes) and cannot preserve their rights § Prevention of a monopoly
