Germany & French Relations • After the 1905 Russo Japanese War the Germany became less anxious about Russian military strength and a two front war • They began to pressure France to test British friendship • Between 1905 -11 they delibaratly provaked quarrels between France about Morroco • This made Germany unpopular and strengthened the ENTENTE against her

Algiericas Conference • The result was an international meeting • Most countries agreed that altough Morrocco was independent France had a special right “to Police the Area” • Only Austria Hungary stood by Germany (? ) • Germany was now isolated as it showed Britian would stand by France • Britian and France now had secret talks about sending 100 000 troops to France if she were attacked (BEF) • The French took firmer control of Morocco and began to spread inland • “like an oil stain”

Solved • A new crisis was brewing and came to a head when in 1908 • In 1908 French soldiers burst into the German consulate in Casablanca to arrest 3 Foreign Legion deserters • The Germans made this into a big incident to divert attention away from the Balkan crisis • Eventually it was settled in a Dutch court

1911 • French troops occupied Fez to help the Sultan fight the rebels • Germany protested against this “invasion” and demanded compensation • This could have been settled in an international court but instead the Kaiser sent a warship to Agadir. This aggressive behaviour annoyed everyone especially the British who disliked having their naval superiority challenged • In London politicians told Germany that they would fight if challenged and Britain was put on a war footing • Wilhelm found himself facing a world war because of his actions • He hastily agreed to French supremacy in Morroco in exchange for some land in French Congo

The Balkans • The Hapsberg, Russian and Ottoman empires all clashed in the Balkans • The Ottoman Muslim Turks wanted to hold onto their remaining Christian territories • This was made difficult as Greece and a free Serbia made their own subjects want independence • Russia wanted the Balkans to be independent of the Turks so she could control them and establish a port in the Meditarrean Sea • The Hapsburg rulers of Austria Hungary thought that any break up of the Turkish empire would encourage the other countries to want independence • The Hapsberg disliked a free Serbia on their border as the Serb patriots were constantly encouraging the 6 million Serbs under Austrian control to revolt
