Short Term (2010 -2014) DCA Myanmar has plan to implement RNAV 1 SID / STAR terminal procedures and RNP APCH with Baro-VNAV approach procedures to both of runway of two international airports in November 2015 (VYYY/VYMD) Under JICA CNS/ATM Capacity Improvement Project, DCA Myanmar will introduce RNP 1 SID / STAR terminal procedures and RNP APCH with Baro-VNAV approach procedures for 5 airports in Myanmar during this FY DCA, MYANMAR 6
Short Term (2010 -2014) Airspace Yangon International Airport Implement RNP APCH with Baro -VNAV Procedure to RWY 21/03 by 2015. Medium Term (2015 -2018) Within Terminal Airspace, DCA Myanmar plans to introduce RNP 1 application by 2015 at 5 airports including New Nay Pyi Taw airport. Within Approach Airspace, DCA Myanmar plans to PBN approach procedures RNP APCH at 5 Airports including New Nay Pyi Taw airport. DCA, MYANMAR 8
Airspace Approach Medium Term (2015 -2018) Nay Pyi Taw International Airport Implement RNP APCH with Baro VNAV Procedure to RWY 16/34 by 2015. Terminal SID/STAR Enroute 14 Domestics Airports implement RNP APCH with Baro VNAV Procedure to all RWYs by 2018 Nay Pyi Taw International Airport Implement RNAV 1 SID Procedure to RWY 16/34 by 2015. Long Term (Beyond 2018) Within Approach Airspace, DCA Myanmar plans at achieving 100% implementation of Navigation Specification selected in Medium Term by 2018 or beyond. Within En-route Airspace, DCA Myanmar will consider mandate better navigation specification in accordance with ICAO regional roadmap. DCA, MYANMAR 10
Airspace Long Term (Beyond 2018) Subject to operation of New Hanthawaddy Approach International Airport (HIA), consider GBAS as backup to ILS. Consider use of Navigation Specification that suits operation in HIA. COMMUNICATION, NAVIGATION & SURVEILLANCE (CNS) INFRASTRUCTURE AND TRANSITION STRATEGIES DCA, MYANMAR 12
Existing CNS Infrastructure Communication Capability 7 VHF RCAG Stations being provided for air/ground communication. HF will be used in some VHF gaps coverage and CPDLC also available for ADS/CPDLC equipage aircraft which are operating in oceanic remote airspace. Navigation Conventional ground-based navigation aids, such as the VOR, ILS and DME, are used to provide navigational guidance to aircraft. NDB is also available to serve for approach procedure in all airports. Surveillance For surveillance, THREE MSSR radars are main surveillance system used in Yangon FIR. 2 ADS-B Stations have been installed for fulfill Surveillance gap of Bay of Bengal. 3 ADS-B Ground stations will be installed as backup for existing MSSR Radars in 2015. DCA Myanmar also plans to install another TWO MSSR radars and one PSR Radar for more safe and efficient airspace subject to traffic growth in both international and Domestic. 13
Transition Strategies to PBN Procedures During transition to PBN, sufficient ground infrastructure for conventional navigation systems will be available. After implementation of new Navigation Specification, operators will be given reasonable prior notification to allow them to equip appropriately to attain required navigation performance In long term, examination of phasing out of NDB and other ground infrastructure in Yangon FIR will be considered. Decommissioning of existing ground infrastructure will be done with caution to ensure that safety is not compromised. Consultation with other stakeholders and safety assessment will be conducted through National PBN Project Team. DCA, MYANMAR 14

SAFETY ASSESSMENT DCA, MYANMAR 19
Safety Assessment In undertaking a safety assessment for the implementation of PBN, Myanmar will: 1. Establish and maintain a database of PBN approvals for Myanmar registered aircraft; 2. Pre-implementation - conduct safety assessments for PBN implementation in terminal, approach and en-route airspace; 3. Post-implementation - conduct review, if necessary, after implementation of PBN procedures. Ø DCA Myanmar will undertake safety Assessment for PBN Terminals and Approach procedures of Yangon and Mandalay International Airports with technical support of ICAO RSO. Ø After completion of PBN Terminal and Approach Procedures for Fifteen (15) Airports as mentioned timeline 2015 -2018, Safety Assessment will be undertaken by DCA and Japan JICA. DCA, MYANMAR 20

PBN En-route Harmonization For En-route Airspace, DCA Myanmar will introduce implementation of RNAV 5/RNP 4 and establish new routes structure especially parallel routes of existing RNAV and ATS routes that in line with PBN en-route harmonization in APAC BOB Airspace. With improvement of ATS surveillance and communications capability, RNAV 5/RNP 4 Navigation specification will be introduced in some of RNP l 0 Routes and New PBN route within Yangon FIR in 2015 -2017 DCA, MYANMAR 22
Airspace Medium Term (2015 -2018) Before implement PBN en-route RNAV 5/RNP 4, New Routes structure, parallel with existing routes En route will be established for PBN en-route harmonization. Design Session of Bangladesh, India, Myanmar and Thailand - BIMT Airspace Design Session of BIMT Airspace for PBN En-route harmonization was held at ICAO RSO on February 2015 BIMT States have agreed following ATS routes and Transition routes considering traffic requirements of each state. Agreed PBN routes structure will be finalized in BIMT/2 which will be held in Myanmar 24

Status of PBN Terminal and Approach Procedures Ø SID/STAR Procedures with RNAV 1 Navigation Specification for Yangon and Mandalay International Airports have been completed. Ø RNP APCH with Baro-VNAV Approach Procedures for Yangon and Mandalay International Airports have been completed. Ø Ground Validation has been conducted by Honeywell/Hughes Aerospace. Status of PBN Terminal and Approach Procedures for Other Airports v Design Session of PBN Flight Procedures for Tachileik, Heho, Bagan, Thandwe airports and Nay Pyi Taw are in progress. v WGS 84 Obstacle site survey for those airports have been completed. v Design Session for Flight Procedures being conducted with under the supervision of JICA Experts. v PBN Procedures for five airports will be completed at end of this year 2015. 36

Way Forward DCA Myanmar planning to construct a new Air Traffic Management Center (ATMC) located near ATC Building of Yangon International Airport. In new ATMC, a new Air Traffic Control Centre will accommodate with a new advanced air traffic management (ATM) system. Sustainability, environmental friendliness and center of excellence in aviation training are main design themes of new ATM building. With advanced ATM system, enhanced airspace management, efficient flight procedures and a competent and robust workforce, we shall be able to meet foreseeable future demands of rapidly growing aviation industry.
