PBN Operational Approval What is a PBN Operational
PBN Operational Approval
What is a PBN Operational Approval? ä Authorizes PBN operations: ä In designated airspace ä On a PBN specified route ä On a PBN approach (or arrival/departure) ä Operational Approval does not involve evaluation of routes, airspace or approach/departure procedures ä ANSP Responsibility 2 Jun-21
Why Operational Approvals? ä Determine that the proposed operation meets the minimum requirements; AND ä Assess the operator’s capability to meet the operational intent of the particular navigation specification 3 Jun-21
Lessons Learned ä Many Operators struggle to understand the requirements ä Equipment eligibility | training requirements | data management ä Can cause reluctance to apply for approval ä Common regulator responses to PBN approvals ä Lack of oversight – ”Rubber Stamp” ä Unreasonable oversight – Require more than necessary ä Impeding oversight – Refuse approval due to lack of confidence Bottom Line: Operational approval >>>>>>> aircraft movements Without it NOTHING HAPPENS! 4 Jun-21
PBN Ops Approval Manual (9997) ä Scope: Operational approval against a PBN navigation specification ä supplement existing guidance in DOC 8335 ä Table of Contents: ä CH 1. PBN (high-level description) ä CH 2. Certification and Operational Approval ä CH 3. Operational Approval Guidelines ä CH 4. Navigation Specifications: ä Appendices: RNAV systems; Examples ; Flight operational safety assessments 5 Jun-21
Operational Approval ä Operations conducted in accordance with National regulations ä State of the Operator: commercial air transport ä State of Registry: general aviation ä may involve input from ä ä ä State of Design/Manufacture State of Registry State of the Operator ä Do not re-approve technical data approved by another State 6 Jun-21
Required Documentation ä State decision to require a formal operational approval ä Extent of documentation depends on: ä Existing certification ä Complexity of PBN operation ä Maturity of operational concept ä Risk of improper conduct/implementation ä Availability of training, procedures and checking standards ä Promulgation of information (e. g. MMEL and training requirements). 7 Jun-21
Regulator Requirements ä Establish regulatory framework / guidance material ä Establish the Approval Process for Air Operators/ANSPs ä Training and qualification of inspectors for PBN approval ä Issue Ops Specs/Letters of Authorization for national operators & acceptance of foreign operator ops specs (Doc 8335) 8 Jun-21
State Responsibilities ä Up to three different States/regulatory bodies can be involved: ä ä ä State of Design / Manufacture State of Registry State of the Operator 9 Jun-21
State of Design ä Issues the Type Certificate (TC) to the design organisation. ä Approves the Master Minimum Equipment List (MMEL), the mandatory maintenance tasks and intervals, and the Aircraft Flight Manual (AFM) and its amendments ä May issue a design change approval for an aircraft as a Supplemental Type Certificate (STC). 10 Jun-21
State of Registry ä The State in which the aircraft is registered ä Responsible for the airworthiness of the aircraft ä Approves the aircraft maintenance programme and issues the Certificate of Airworthiness ä Approves aircraft repairs and modifications ä Approves the Minimum Equipment List (MEL) and the conduct of specified PBN operations for General Aviation 11 Jun-21
State of the Operator ä For commercial air transport operators ä Accepts the aircraft maintenance programme ä Approves the MEL, the flight crew training programmes and the conduct of specified PBN operations ä May be different from the State of Registry 12 Jun-21
Operator Compliance Operator must demonstrate compliance with: ä Airworthiness – aircraft is eligible for operation ä Continued Airworthiness – aircraft remains eligible ä Flight Operations – operating procedures and training 13 Jun-21
Flight Operations ä Operator’s infrastructure for conducting PBN operations: ä Operations Manual ä Flight crew operating procedures, training and competency ä Checklists (Crew Review Cards) ä MEL ä Database management ä Dispatch ä Other 14 Jun-21
Approval of Technical Data States should not re-approve technical data approved by another State äRe-approval transfers the responsibility to the State äStates should: • • • Review the data Determine that it is acceptable Formally accept the data 15 Jun-21

Summary ä Eligible/qualified/approved aircraft and navigation equipment ä Procedures for flight crew/pilots, maintenance, and dispatch ä Training for personnel ä Approval/authorization 17 Jun-21
Ops Approval - Keys to Success ä Education ä Understanding PBN fundamentals and the Nav/Specs ä Application as per the PBN Manual ä Creating a simple process for application / assessment / and approval of PBN Ops ä Collaboration!! ä Stakeholder involvement in ä ä process development establishing requirements 18 Jun-21
