What is a PBN Operational Approval? ä Authorizes PBN operations: ä In designated airspace ä On a PBN specified route ä On a PBN approach (or arrival/departure) ä Operational Approval does not involve evaluation of routes, airspace or approach/departure procedures ä ANSP Responsibility 2 Jun-21

Why Operational Approvals? ä Determine that the proposed operation meets the minimum requirements; AND ä Assess the operator’s capability to meet the operational intent of the particular navigation specification 3 Jun-21

State of Design ä Issues the Type Certificate (TC) to the design organisation. ä Approves the Master Minimum Equipment List (MMEL), the mandatory maintenance tasks and intervals, and the Aircraft Flight Manual (AFM) and its amendments ä May issue a design change approval for an aircraft as a Supplemental Type Certificate (STC). 10 Jun-21

State of Registry ä The State in which the aircraft is registered ä Responsible for the airworthiness of the aircraft ä Approves the aircraft maintenance programme and issues the Certificate of Airworthiness ä Approves aircraft repairs and modifications ä Approves the Minimum Equipment List (MEL) and the conduct of specified PBN operations for General Aviation 11 Jun-21

State of the Operator ä For commercial air transport operators ä Accepts the aircraft maintenance programme ä Approves the MEL, the flight crew training programmes and the conduct of specified PBN operations ä May be different from the State of Registry 12 Jun-21

Operator Compliance Operator must demonstrate compliance with: ä Airworthiness – aircraft is eligible for operation ä Continued Airworthiness – aircraft remains eligible ä Flight Operations – operating procedures and training 13 Jun-21
