PBN Implementation § In accordance with ICAO mandate to states to develop a PBN road map, the PBN Road Map of India was developed in 2009 and submitted to ICAO. The PBN Road map of India was categorized as Robust Plan by ICAO. § This PBN Road Map was further revised in 2011 and a revised road map was submitted in 2011 in accordance with ICAO Assembly resolution A 37 11 regarding Performance Based Navigation global goals. § The revised timelines of PBN Road Map were further submitted to ICAO APAC Office in March 2016. 6/6/2021 PBN and AIS AIM Implementation India 3
PBN Implementation-Background § As all high density airports have surveillance based approach control and most of the runway ends have been provided with ILS and VOR procedures, the initial priority was Terminal and En route as per Seamless ATM Plan and ASBU Block 0, accordingly terminal and en route procedures were developed. PBN Implementation-Background • In 2011, RNP APCH were designed for 9 RWY. Delhi and Shamshabad Airports draft Procedures were submitted to DGCA, but due to data accuracy and integrity requirements as pointed out by DGCA, the procedures were not pursued. • In 2013 based on the available survey data of 2010, RNP AR Procedure RWY 32 Mumbai was designed and submitted to DGCA along with Simulator trial reports and ICAO DOC 9905 Compliance Checklist. DGCA approval is pending. • Simulator trials were conducted in May 2012 with Jet Airways as lead airline and supported by Boeing and subsequently again in April 2013. – In Dec 2016, the RNP AR RWY 32 Procedure Mumbai were assessed for the latest survey data and resubmitted to DGCA for approval. Approval is pending • In August 2015, RNP APCH procedure including LPV RWY 23 and RWY 05 for Ahmadabad Airport, based on WGS 84 survey data, were designed and submitted to DGCA. – Flight trial conducted for only LNAV & LNAV/VNAV Procedures only for want of suitably equipped and approved aircraft. – DGCA approval for promulgation is awaited. 6/6/2021 PBN and AIS AIM Implementation India 5
PBN Implementation-Status • The RNP APCH RWY 27 Procedure of Lucknow Airport and RNP APCH RWY 28 Procedure of Calicut Airport were designed and submitted to DGCA. – Clearance for flight trial is pending. • Also the following 7 RNP APCH Procedures are designed and being reviewed by March 2017 before submission to DGCA – – – – RWY 10 Calicut Airport RWY 09 Lucknow Airport RWY 26 Belgaum Airport RWY 27 Jaipur Airport RWY 09 Mumbai Airport RWY 14 Mumbai Airport RWY 27 Mumbai Airport 6/6/2021 PBN and AIS AIM Implementation India 6

AIP in April 2013. Thereafter, the issuance of subsequent amendments was delayed due to certain technical issues. The issues have been sorted out and the system is being upgraded to AIXM 5. 1. India’s AIS-AIM Transition Status Phase 3 P 09 Aeronautical data exchange The existing AIXM 4. 5 system is being upgraded to AIXM 5. 1. The initial studies for mechanism to exchange new digital products/services are being made. P 10 Communication networks AAI uses IP based MPLS links from major telecom operators capable of catering to future requirements. However, AAI has plan for having its own secured and 24 X 7 monitored aviation specific IP based network i. e. FTI (Futuristic Tele communication Infrastructure) P 12 Aeronautical information briefing Integrated Aeronautical Briefing is available through Automatic Self Briefing System. P 16 Training The training of personnel will be adapted to the new requirements on skill and competencies introduced by the transition to AIM. P 21 Digital NOTAM AAI is upgrading the AIS System to AIXM 5. 1, the comprehensive computer model needed to implement Digital NOTAM. Presently the focus is on correct, complete and up to date data and not on a particular message product, therefore, the current NOTAM messages will continue to be issued. But, this will be based on the conversion of the digital aeronautical data, the reference.
