Webelo Scouts • • Grades 4 & 5 (part of Cub Scouts) Transition to Boy Scouts Dens, led by adult Den Leaders Boys are given increasing responsibilities

Revision Objectives • Provide a “graduated system” of junior leadership in the outpost, rather than “one standard for everyone” • Define a unique image of the patrol system for each age group • Provide outposts with a process for developing a system of junior leadership that reflects their current levels of leadership experience and maturity
Patrol System Matrix • Four “levels” of boy leadership in the outpost • Each level corresponds to a given age group • Levels can ALSO be seen as a graduated process to guide outposts in developing junior leadership • Not “one picture” but “four”
LEVEL 1: Ranger Kids* Feature Function Senior Patrol Leader Appointed by Group Leader, assists the GL as assigned Asst. Senior Patrol Leader Optional, appointed as needed ASST. GROUP LEADER (adult) Assigned to each patrol as an ACTIVE PARTICIPANT & MENTOR Patrol Leader (boy) Appointed by Asst. Group Leader, assists AGL as assigned Asst. Patrol Leader Optional, appointed as needed Other Group Staff Positions None Patrol Meetings & Activities Led by Asst. Group Leader (adult) *Also serves as a starting point for NEW outposts
LEVEL 2: Discovery Rangers Feature Function Senior Patrol Leader Assists the Group Leader & participates in program planning Asst. Senior Patrol Leader Optional, appointed as needed ASST. GROUP LEADER (adult) Assigned to each patrol as an ACTIVE MENTOR Patrol Leader (boy) Assists AGL & bears increasing leadership responsibilities Asst. Patrol Leader Optional, appointed as needed Other Group Staff Positions Gearmaster, Scribe, Historian Patrol Meetings & Activities Primarily led by Asst. Group Leader (adult), with PLs assisting
LEVEL 3: Adventure Rangers Feature Function Senior Patrol Leader Assists the GL in leading meetings/actys & group staff training Asst. Senior Patrol Leader Appointed by GL or SPL, assumes role of SPL when absent ASST. GROUP LEADER (adult) Optional, assigned as an ADVISOR (not a participant) Patrol Leader (boy) Leads the patrol during meetings & activities Asst.
