What is an e-Passport? It is an electronic passport which contains technical specifications that comply with the standards set out by the International Civil Aviation Organization (ICAO). It differs from a non-electronic Passport via to the following characteristics: 5

It contains biometric data such as finger prints and facial features in a contactless integrated circuit which is embedded in all e. Passports. It is readable by the automatic gates at immigration checkpoints which automatically verify that the embedded information matches that of the bearer. 6

Why is an e-Passport better than a nonelectronic Passport? e-Passports contain security features to prevent forgery which contribute to the international effort to counter terrorist activities, illegal entry into the Kingdom, etc. e-Passports improve the verification process at Thai immigration checkpoints which facilitates traveling, entry into the Kingdom, and promotes tourism. 7

e-Passports give the international community more confidence in Thai passports which boost the Kingdom’s image and economy by attracting more investors and tourists. Thailand e-passports have been issued since August 2005. 8

e-Passport Application Process The applicant must apply in person because the applicant’s biometric data has to be captured via the following steps: Step 1 Take a queue number Present the valid Thai Citizenship I. D. Card with the 13 -digit Personal Number to the Office’s receptionist. If there is no 13 -digit Personal Number, bring the House Registration together with other official documents. Take a queue number and fill in the applicant’s first name and last name in English together with date and place of birth and personal contact’s information. 9

Step 2 Capture the applicant’s biodata An Office’s authorized personnel measures the applicant’s height, captures the applicant’s biometric data via taking the applicant’s picture and fingerprints (print right and left index fingers separately twice using a scanner). Verify and sign to certify the applicant’s information. Apply for postage service ( see e-Passport Pick-up) 10

Validity for e-Passports To maintain the quality and usability of e-Passports, the ordinary e-Passports are valid for 5 years. No extension of validity will be granted and a new e. Passport will be issued when the current one expires. Amendments to e-Passport bearers’ information are not allowed (i. e. changes to the bearer’s name or surname) as corrections will create problems because they will clash with the information already captured in the embedded microchip. Therefore, any amendments must first be reported to the Ministry of Interior before the bearer can apply for a new e-Passport. 13

e-Passport Pick-Up Applicants in Bangkok can pick-up their e. Passports 2 working days after the application date. The Ministry of Foreign Affairs has set up an automatic gate simulation at the Chaengwattana building so that applicants can practice using their e-Passports on an automated machine. The Ministry therefore urges applicants to pick-up their e-Passports in person so that they can familiarize themselves with the automatic gate system. 14

Advice on Your e-Passport Maintenance Do not make any marks, changes or amendments on the visa pages of your e-Passport. Do not peel, cut, append, punch holes or perform any other acts that would damage the cover of your e-Passport. Do not cut, bend, twist or perform any other acts that would crumple your e-Passport or change its shape. Do not keep your e-Passport near a magnetic field, an area with high electrical voltage, or an area with high radio frequency such as near cellular phones, televisions, or microwaves. 15

The VISA ON ARRIVAL is one type of tourist visa which allows passport holders of 19* countries to enter Thailand under this rule provided that they meet these requirements: 21

They must have a confirmed return ticket to show that they are flying out of Thailand within 30 or 15 days of entry, as appropriate. Open tickets do not qualify. Travelling overland out of Thailand by train, bus, etc to Cambodia, Laos, Malaysia (including en route to Singapore), Myanmar, etc is not accepted as proof of exiting Thailand. 22

It will also be necessary to prove that you have funds of at least 20, 000 THB person during your stay in Thailand. A fee of 1, 900 THB is payable upon entry and is subject to change without notice. The Immigration Bureau has the following duties and authorities Legal operations concerning criminal examinations, immigration laws, foreigner registration laws, laws concerning the trade in women and girls and other criminal laws. 30

Alien means any person who is not of Thai nationality under the Nationality Act Passenger means any person other than the person in charge, or the crew of conveyance Immigrant means any alien who enters the Kingdom 36

The competent official shall have power to inspect persons entering into or leaving the Kingdom. Persons entering into or departing from the Kingdom must submit a list of items as prescribed in the Ministerial Regulations, and must be inspected and approval by the competent official assigned to the immigration check point in the instance where the competent official discovers that an alien is forbidden entering into the Kingdom. 37

Section 11: Persons entering into or departing the Kingdom must other and leave by way of immigration check points, designated landing, stations or areas and in accordance to the prescribed time as published in the Government Gazette by the Minister. Section 12: Aliens which fall into any of the following categories and excluded from entering Into the Kingdom : 1. Having no genuine and valid passport or document used in lieu of passport; or having a genuine and valid passport or document used in lieu of a passport without Visaing by the Royal Thai Embassies or consulates in Foreign countries; or from the Ministry of Foreign Affairs, excepting if a visa is not required for certain types of aliens in special instances. 38

4. Being mentally unstable or having any of the disease as prescribed in the Ministerial Regulations. 5. Having not yet been vaccinated against smallpox or inoculated or undergone any other medical treatment for protection against disease and having refused to have such vaccinations administered by the Immigration Doctor. 6. Having been imprisoned by the judgment of the Thai Court; or by a lawful injunction; or negligence or is provided for as an exception in the Ministerial Regulations. 40

. 7 Having behavior which would indicated possible danger to the public or likelihood of being a nuisance or constituting any violence to the peace or safety of the public or to the security of the nation, or being under warrant of arrest by competent officials of foreign governments 41

8. Reason to believe that entrance into the Kingdom was for the purpose of being involved in prostitution, the trading of woman of children, drug smuggling, which are contrary to the public morality. 9. Having no money or bond as prescribed by the Minister under him 10. Being a person prohibited by the Minister under Section 16. 42

. 11 Being deported by either the Government of Thailand that of or other foreign countries; or the right of stay in the Kingdom or in foreign countries having been revoked; or having been sent out of the Kingdom by competent officials at the expense of the Government of Thailand unless the Minister shall consider exemption on an individual special case basis. The examination and diagnosis of disease of a physical or mental nature, including Protective operations as against disease, shall be conducted by the Immigration Doctor. 43

Section 13: The bellowed listed aliens shall not be required to have a passport or document in lieu of passport : 1. Any person in charge of or the crew of a seagoing or air conveyance making and entry into a port, station or locality in the Kingdom and departing therefrom. For convenience in controlling these person, the competent official may issue them a certificate in accordance with the form as prescribed in the Ministerial Regulations. 2. A citizen of a country with has its boundaries adjacent to Thailand making at a temporary journey across the border under compliance with the agreement between the Government of Thailand of that country. 44

Section 34 : aliens entering into the kingdom for a temporary stay may enter for the below listed activities 8. Transit journey. 9. Section 35 : The Director General or the competent official deputized by the Director General shall have the authority to permit the alien , who entered to stay temporarily in the Kingdom under Section 34 , to remain in the Kingdom under any prescribed conditions. The periods of time which one is authorized to stay in the Kingdom are as Follows : 1. Not exceeding 30 days for a case under Section 34 sporting , Transit journey. and. Being the person in charge of the crew of a conveyance coming to port, station , or area in the Kingdom. 2. Not exceeding 90 days for a case under Section 34 (3) Touring 3. Not exceeding one year for a case under Section 34 (5). Business , (10 Study or observation. ), (11) Mass media. , (12) Missionary work under the concurrence of the Ministries and departments concerned. (13) Scientific research or training or teach in a Research Institute in the Kingdom. (14). The practice of skilled handicraft or as a specialist • and (15) Other activities as prescribed in the Ministerial Regulations. 48

4. Not exceeding two years for a case under Section 34 (6) Investing under the concurrence of the Ministries and Departments concerned 5. As deemed necessary for a case under Section 34 (1) Diplomatic or Consular Missions. and (2) 2. Performance of official duties. 6. As deemed appropriate by the Commission of Investment Promotion , for a case under Section 34 (7) Investing or other activities relating to investing subject to the provisions of the law on investment promotion 49

• If it is deemed necessary that the aliens have to stay in the Kingdom Longer than the period of time prescribed in the paragraphs (1). Diplomatic or Consular Missions. (2). Performance of official duties. (3). Touring and (4). Sporting the Director General shall consider granting the aliens extension of stay for a period not exceeding one year for each time. After granting permission , the Director General shall report to the Commission for their information , with the reason , within seven days from the date of granting. 50

Section 64 : Whoever know of any alien entering into the Kingdom in contravention of this Act, and hides or in any manner assists said alien to evade arrest, shall be punished by imprisonment not exceeding 5 years and a fine not exceeding 50, 000 Baht. 51

• Section 63 : Whoever brings or takes an alien into the Kingdom or does anything which helps, assists , or facilitates an alien in making and entry into the Kingdom in contravention of this Act, shall be punished by imprisonment not exceeding 10 years and a fine not exceeding 100, 000 Baht. 52

"House owners, heads of household, landlords or managers of hotels who accommodate foreign nationals on a temporary basis who stay in the kingdom legally, must notify the local immigration authorities within 24 hours from the time of arrival of the foreign national. " If there is no immigration office in the province or locality of the respective house or hotel, the notification is made to the local police station. 62

In Bangkok the notification is made to the Immigration Bureau. The notification of residence of foreign nationals is made by the manager of licensed hotels according to the hotel act, owners of guesthouses, mansions, apartments and rented houses using the form TM. 30. 63

• The notification of residence of foreign nationals within 24 hours can be made in a number of ways to make the notification as convenient as possible: • In person at the respective office, or through an authorized person at the respective office, or by registered mail, or via internet. 64

• Filling in the foreign national residence notification form (TM. 30) by filling in all requested information according to the foreign national's passport, as often arriving passengers do not fill in the correct data on the arrival card. The form can be typed or handwritten in clear block letters. Leave a space between name, middle name, and surname. 65

Notification of staying in the Kingdom over 90 days : : • Notification of staying in the Kingdom over 90 days Procedure and notification The foreigner makes the notification in person, or • The foreigner authorizes another person to make the notification, or • The foreigner makes the notification by registered mail. • The notification must be made within 7 days before or after the period of 90 days expires. • The first application for extension of stay by the foreigner is equivalent to the notification of staying in the Kingdom over 90 days. 66

• The notification of staying in the Kingdom over 90 days is in no way equivalent to a visa extension. • If a foreigner staying in the kingdom over 90 days without notifying the Immigration Bureau or notifying the Immigration Bureau later than the set period, a fine of 2, 000. - Baht will be collected. Plant Quarantine Import Requirements It is illegal to bring many types of fruits, vegetables, plants and plant products into Thailand without approval from the Department of Agriculture. Most fresh fruits and vegetables are restricted entry because they may carry various exotic plant pests and diseases. Without proper pre- shipment treatment and/or certification, they will be confiscated and destroyed in accordance with the Plant Quarantine Act of Thailand. Passengers travelling on international flights should aware of Thailand’s plant quarantine requirements when you enter Thailand. 69

. 1 Plants are prohibited: Passengers are not allowed to bring agricultural items indicated below. Any person who violates shall be fined or imprisoned, or both. All agricultural items which are not allowed to bring into Thailand should be confiscated and destroyed without reimbursement. 70

• Bringing plants or plant products categorized as prohibited article by a country of destination or infested with plant pests will not be allowed to be introduced into the country. Therefore passengers who wish to bring plants or plant products whether for their own uses or for commercials should be aware of plant health regulations of destined countries and fulfill them properly 74

Orchid cut flower by hand carrying • The passengers who wish to bring orchid cut flowers from Thailand to member states of the European Union are suggested to strictly comply with the European Union plant health requirement. The orchid cut flowers must be accompanied with the Phytosanitary Certificated. The orchid cut flowers infested with Thrips palmi, a prohibited pest of the EU must be Fumigated with methyl bromide before the Phytosanitary Certificated can be obtained. 75

• Animal quarantine is a quarantine system that is implemented worldwide for the purpose of preventing the incursion of animal illnesses and diseases 77

Bringing Pets into Thailand • The following requirements apply if you plan to bring your cat or dog into Thailand for 6 months or more by air as part of your accompanied baggage: - obtain an authorization form allowing you to transit animals via Thailand (Ror 6 form), or - obtain a permission to bring animals into Thailand (Ror 7 form), 78

• you may be required to pay fees for the above applications as well as import duties on your pet. • Other requirements: • Identity certificate signed in country of origin by a registered veterinarian, describing age, breed, sex, color, etc. of your pet. • A Rabies vaccination certificate - your pet must be vaccinated at least 15 days prior to departure. 79

• A leptospirosis vaccination certificate - your pet must be vaccisnated at least 21 days prior to departure. • Animal must be healthy and free from any sign of infectious or contagious disease. • Please keep in mind that bringing your pets home or to other countries from Thailand may require a lengthy quarantine period (i. e. England, Australia, New Zealand the State of Hawaii). 80
