Participatory Budgeting Our Journey To Date Kim Penman
Participatory Budgeting: Our Journey To Date Kim Penman Health & Wellbeing Lead, Aberdeenshire HSCP
Our First Strategic Plan 2016 • This plan set out the priorities to transform the way health and social care outcomes are delivered. • With an ageing population, increasingly complex needs and stubborn inequalities we need to develop strong relationships with our communities • Our ambition is fully involve service users and carers in service design and improvement; to work closely with community organisations to develop supportive, inclusive communities • To develop preventative approaches that reduce (or at least don’t increase) the demands on health and social care services and that contribute to improving population health and wellbeing • Participatory Budgeting is one approach we are testing
Year 1 – Peterhead and Fraserburgh • 2 NE towns with all Aberdeenshire’s SIMD 20% most deprived areas. • £ 200 k Integrated Care Fund and SG support - PB Partners • 2 Big Vote Community Days in June 2016 with 300 Voters • Criteria: Deliver against Health and social care outcomes Benefit Central Peterhead and North Fraserburgh
Year 2 Extending PB Across Aberdeenshire • PB activity in each community planning area(6) June 2017: Peterhead , Fraserburgh, Turiff, Garioch, Mearns Coast and Rural North Marr • Tested a variety of participation methods including mini-public, PB community voting events, poster presentations at existing community venues and digital voting • Focus on: Delivering health and wellbeing outcomes Regeneration of Town centres (Fraserburgh Peterhead) Area Community Plan Priorities
Year 2 - Extending across Aberdeenshire • External evaluation currently being undertaken to inform our approach going forward • Reach : 963 voters in person, 2731 online voters, 146 voters from HMP Grampian
Mainstreaming PB – Will we or Wont we? • In Aberdeenshire we have yet to reach a ‘settled position’ in relation to the scale that PB will be mainstreamed • Planned workshops with Council / HSCP Corporate Leadership Group and Elected members / IJB Members in September • HSCP Mainstreaming Test 2017 -18: Insch Community Hospital Site redevelopment
Insch Hospital Site Re - development • Friends of Insch Hospital have worked closely with the HSCP to ensure local services available (Raised nearly £ 0. 5 million), have provided health and care support projects • Proposal is to adopt a mini public model to deliberate the options available to reconfigure and deliver health and wellbeing services to meet the needs of the community. • The wider Insch community will then be invited to vote on the options developed by the mini-public, through a community PB exercise.
Learning / Reflections • Significant commitment from community partners and support costs are needed • Elected members / IJB Members buy-in • Different methods will create different engagement - reach or depth? • What outcomes will we achieve through PB– health and wellbeing, community capacity/ cohesion, co-production • Need to move from small grants area model to using PB methods to fully engage the public in HSCP service and budget decisions • Other co-design approaches – Also testing Experience Based Co-Design model to shape Urgent Care Services In North Aberdeenshire
