UPC successes (Part 1) Ø Delegation Agreement with Wiltshire Council • Transfer of grass cutting and litter-bin emptying to UPC in return for WC commitment to a future CAT of the remainder of the playing field Ø Welcome Booklet • Issued to all households in the Parish Ø Farmer’s Field • Maria & Lewis are working closely with volunteers to upgrade the area. Usage is increasing! Ø Purchase of telephone box • The most recent community asset being managed by Nicky, Maria & Stephanie Ø Redhorn News deal extended • A 2 -year extension agreement to continue providing the magazine free to all households in the parish Ø Public Right of Way • Trevor Hill will update us on the progress made by the Secretary of States Inquiry this week Ø Relocation of Urchfont gateway sign to east of village • To improve visibility from junction with Crooks Lane
UPC successes (Part 2) ØDefibrillator battery replacement plan • With support from the Parish Trust, UPC has now agreed a long-term funding plan for battery replacement on all units ØGDPR legal requirements satisfied • UPC is fully compliant with requirements under this major new legislation Ø 5 -year insurance coverage for all UPC activities and assets • Deal signed with effect from 1 st June 2018 ØNew Precept set • 2% increase for coming year ØCrooks Lane Working Group • Challenge to improve local access infrastructure – with no stipulated financial provision ØInstallation of dropped kerbs in The Croft • Aid for disabled access

EXPENDITURE 18/19 Account Lines 18/19 expenditure Variance to 17/18 FIXED COSTS - Staff costs, Legal fees, insurance, payroll costs and subscriptions. £ 18, 207 +8. 45% Over budget by £ 625 due in the main to clerk overtime to cover a number of investigations activities. RUNNING COSTS - 70% of running costs are Parish contractor and other service contract costs (e. g. electric, water, skips / waste disposal). £ 18, 132 +3. 8% Under budget by £ 2080 due mainly to unused training and contractor additional tasks budget. Project Costs - Individual project budgets only approved once the requirement and quotes have been presented. £ 3, 043 -80. 7% Under budget by £ 14, 041, but £ 6, 786 of this carried forward into 2019/20 to cover incomplete projects (e. g. PROW, Website upgrade, Duck House electrics, replacement gateway signs, and contribution to WC for dropped kerbs in The Croft VAT £ 3, 447 TOTAL EXPENDITURE £ 42, 829 Explanation This is refundable (has to be claimed) Including VAT

PLUS £ 7, 027 (CIL) and £ 8, 014 (Allotment Re-Provision Fund) held separately

VAT) (Compared to 18/19 Actuals) • Fixed Costs £ 18, 511 + 1. 67% on LY • Running Costs £ 20, 781 + 14. 61% on LY • Projects £ 28, 084 +922. 9% on LY (including brought forward) Projects budget includes identification and estimated provision for some significant cost projects including lay-by in Crookwood Lane, improved pedestrian access to Crooks Lane from the B 3098, PROW path / fencing and Pond Management to resolve algae issues. In addition, further CIL income of £ 16, 397 was received from WC on 4 th April 2019 making an overall total of £ 23, 424 held separately for projects in addition to the above projects budget.

What is Wiltshire CPRE Best Kept Village Competition? • • • Running since 1970 s Flagship CPRE activity Promote protect and celebrate Community spirit and pride Urchfont - Winners 2005 (Medium Village) Best Newcomer 2017 (Large Village) Runner Up in 2018 (Large Village)
What is Wiltshire CPRE BKVC? Not about “Prettiest Village” About villages which – “Make the most of what they have”
Progress to Date • Urchfont Entry form and report submitted on 16 th April • Change of Category from Large to Medium Village for 2019 • Large group of volunteers representing local organisations and residential areas to be mobilised • Preparing for First Round Judging Mid May – Mid-June • Planning to be ready for Second County Round Judging in July
How can you help? Keep all areas of your property including gardens as well maintained and tidy as possible, especially if clearly visible from roads / footpaths. Cut back vegetation overhanging public highways and pavements Pick up and responsibly disposing of any litter that you see in the Village or on designated footpaths Do not fly-tip anything in public areas and spaces, including garden waste Remove any items belonging to you from public lay-bys and verges Always pick up after your dog(s), do not leave filled plastic waste bags in hedgerows or on footpaths / verges – responsibly dispose of waste in public litter bins or your household wheelie bin Keep private and public car parking areas tidy and free of litter Help to clear pavements and kerbs / drain covers of any obstruction (e. g. weeds, straw) Remove unwanted / expired notices from notice boards or wherever posted in the Village
