Vision (1) n n APEC Blueprint For Action on Electronic commerce (1998), Ministers agreed: “…member economies should endeavor to reduce or eliminate the requirement for paper documents needed for customs and other cross-border trade administration and other documents and messages relevant to international sea, air and land transport, “Paperless Trading”, where possible, by 2005 for developed and 2010 for developing economies, or as soon as possible thereafter…” The APEC Trade Facilitation Principles in 2002 www. mot. gov. vn

Vision (2) n Shanghai Accord, APEC Leaders agreed: “. . to embrace the New Economy with an aim achieve 5 percent reduction in transaction costs by 2006; and to include specific actions to strengthen APEC commitment to meet the Bogor Goals* where the importance of trade facilitation is emphasized as a means to generate trade expansion by 2010 for developed economies and 2020 for developing economies” * In 1994, APEC Leaders agreed in the Bogor Declaration to a common goal of free and open trade and investment in the Asia-pacific region-by 2010 for industrialised economies and 2020 for developing economies. Vision (3) n Busan Roadmap to Bogor sees “significant benefit in devoting increased attention to comprehensive business facilitation with particular forcus on behind-the-border issues that the development of effective policy responses in an update Business Agenda. Accordingly, the APEC agenda must be revitalised to keep pace with this new business environment. In particular, APEC must develop a comprehensive business programme building commitment made in the trade facilitation Action Plan (TFAP). The programme must identify specific priorities and targets in areas where substantial improvement in the business environment are achievable and support through the delivery of effective capacity building activities”. Vision (4) n In Ministerial Joint Statement, in November 2005 in Korea, Ministers instructed Officials: n In November 2004, Ministers endorsed APEC Strategies and actions towards a cross-border paperless trading environment; The paper Implementation of e.
