Roles and responsibilities Indigenous and Northern Affairs Canada’s (INAC) responsibilities, mandate, and obligations stem from the following: • Department of Indian Affairs and Northern Development Act • Nunavut Agreement • Nunavut Land Claims Agreement Act • Nunavut Waters and Nunavut Surface Rights Tribunal Act and the associated regulations • Nunavut Planning and Project Assessment Act • Territorial Lands Act and the associated regulations • Arctic Waters Pollution Prevention Act 4
Contributions to the application review INAC made the following submissions to the Nunavut Water Board: 1. January 22, 2018 – Completeness Assessment with information requests and recommendations 2. April 4, 2018– Technical Review comments with recommendations 5
Issues Resolved Through the Nunavut Water Board Water licence technical review process 19 of 27 concerns/issues have been resolved. 6

Additional Components • Closure Cost estimate – Currently the department is working with Sabina and the Kitikmeot Inuit Association on an agreed upon amount for closure costs and as such will only present evidence Operation & maintenance manuals for water supply • Previous commitment – Sabina’s commitment to update the existing Type A water load balance model to include total metals made during Nunavut Impact Review Board’s Environmental Assessment process 13

Closing • The department is confident that the issues/concerns brought forward today can and will be addressed by Sabina to the satisfaction of the department before the Public Hearing. • The department will be submitting evidence to the board regarding closure costs once all parties are in agreement. 15

Conclusion The Department supports Sabina’s Type A Water Licence Application proceeding forward to the Public Hearing. 17
