GOAL
Welcome and Overview Purpose of today Bathrooms Safety briefing Introductions
Objectives Emergency and Continuity plans will be reviewed for function and effectiveness. Players will identify gaps in staffing sustainability and surge response capability and develop action items for improvements. Players will identify possible resource requests and how to process those requests.
Rules This scenario is meant to help improve outbreak response and continuity plans. Plans are not expected to be finished or perfect. We are not testing individual capabilities, only your organization’s plans. It is okay to refer to someone by role and not name. As agencies are notified, the player will join the table.
Participant Roles & Responsibility Players: Respond to situation presented based on current plans, policies, and procedures Observers: Support players in developing responses, but do not participate in moderated discussion Facilitators: Provide situation updates and moderate discussions Evaluators: Observe and document player discussions
Assumptions Consider only resources you currently have available, equipment, supplies, volunteers, etc. Terms staff and volunteer may be used interchangeably. Refer to what is written in the plans and procedures. Resources and agreements you do not currently have can be placed on a wish list or improvement list. The scenario should challenge your organization’s capabilities but not totally overwhelm you.
Scenario [date]-The CD team receives a phone call from [ABC] Care Facility that they have one staff and two residents who have tested positive with COVID 19. There are two additional staff that have been sent home sick, their test results are pending. You have a good working relationship with this facility from previous norovirus and influenza outbreaks.

Scenario – cont. ABC Facility has multiple buildings on a campus. Skilled Nursing – 15 residents Memory Care Unit – 20 residents Assisted Living – 50 residents Senior Living, homes and apartments – 150 residents Some specialty and housekeeping staff move between units but caregivers usually do not.
Initial Priorities What are your initial concerns? What are your priorities? Where do you start? What is the role of LTCF related to the outbreak? What is the role of Public Health related to the outbreak?
Coordination What other organizations or agencies may need to be notified? What is the role of other agencies related to the outbreak? Are there any resource requests at this time? What guidelines will you tell the facility for infection control?
Case Investigation Are LPHA staff familiar with OPERA, ARIAS and appropriate forms? What might be some limitations or barriers to conducting an investigation? Are there enough trained LPHA staff for contact tracing? If not, where might you find additional contact tracers?
Scenario cont. [Two days later]- There an additional 2 staff and three residents now with symptoms, their tests are pending. The facility has agreed to test all employees, and residents that are in the units. With the exception of the residents in Independent Living. Arrangements have been made with OSPHL to conduct the testing.

Specimen Collection Who will take lead on specimen collection? What is the capacity (staff and stuff) for specimen collection? What might be barriers or limitations to specimen collection? What considerations are needed? Are there any resource requests? Are there any agreements or mutual aid in place?
Exercise Debrief What went well? What areas need improvement? Are there opportunities to partner with other agencies or community businesses? What gaps need to be addressed?
