Our approach to recovery The over-arching principles guiding the implementation of the Recovery Plan are: Ø The health and safety of staff and our service users remains our overarching priority in everything we do. Ø We will be flexible and agile and respond to any changes in the National Roadmap for England Welsh Government plans. Ø The dates we have included are ‘not before’ dates reflecting the National Roadmap. These are the dates where we aim to lift the national pauses we put in place if it is safe to do so, and enable Regional Probation Directors and CRC CEOs to then make decisions on recommencing activities based on local circumstances. Ø We will continue to ensure all our decisions are guided by the advice of Public Health England Public Health Wales and we will only re-introduce or increase aspects of our delivery when appropriate. Ø We will continue to closely liaise with Trade Unions nationally and Senior Leaders will do locally on all aspects of this national plan and in respect of local plans. Ø Our plans have been developed on the assumption that the 2 meter social distancing rule and guidance on the wearing of face masks and face coverings remains in place. Effective hand hygiene also remains integral for everyone to observe. For some of our services, we will need to remain in line with recovery decisions made elsewhere in the justice system. • Delivery of face to face Offender Management in Custody and Through the Gate services will be dependent on the individual prison regime stage. Prisons will be able to request a gradual rolling back of their regime restrictions via Regime Review panel from 8 th March, based on local circumstances and infection rates. Expectation is that this work will be part of this recovery. • Similarly, our provision of in-person probation court work will be in line with wider court recovery decisions.

Unpaid work Review the pause of indoor UPW placements, where appropriate in line with government roadmap. Unpaid work Review capacity of outdoor UPW based on local circumstances with limited group numbers as required in line with govt. guidelines (30 mixing outdoors). Unpaid work Delivery to be expanded where possible, in line with remaining government guidance. Resume all outdoor UPW, but restricting numbers to groups of 6 (not before 29/3). Indoor placements- no change. Accredited programmes Lift the national pause to allow RPDs/CRCs to make decisions around 1: 1 Accredited Programme delivery where required, for SUs for which the ADF does not work due to individual need e. g. SUs with learning difficulties etc (not before 8/3). Begin a re-engagement delivery plan with SUs (22/03) which will include virtual contact, scheduling and advise to SUs of requirements, to support and maximise the return to group delivery (12/04). Accredited programmes Lift the national pause to allow RPDs/CRCs to make decisions around accredited programme delivery in both smaller group (2 -3 participants) and the primary format (4– 12 participants) as appropriate and in accordance with government direction of travel. Group size will be dependent on venue size and the ability to maintain social distancing. Delivery by 2 facilitators in accordance with accreditation. Accredited programmes No change. Accredited programmes Delivery to be expanded where possible, in line with remaining government guidance. Polygraph Examinations Review of pause on this service, in line with PH advice (not before 8/3). Delivery of polygraph examinations to commence (not before 29/3), allowing time for handover of cases in current role and for scheduling of examinations in offices offering LFTs, booking rooms, advising SUs. Polygraph Examinations Encourage continued expansion of polygraph examinations in all regions, as the expansion of LFT provision expands into more Community Contact centres. Home visits (No change at this stage) Home visits Lift national pause on home visits for probation staff working in Youth Offending Teams, as well as for staff conducting joint home visits with Police Colleagues for Sexual Offender cases. Home visits Lift national pause on all home visits (tbc with unions), inclusive of home visits with victims and SUs. Home visits Delivery to be expanded where possible, in line with remaining government guidance. Wider roll out across more (expected to be all) community contact centres based on the experience of the test / pilot sites (not before 22/3).
