Capability-Based Requirements • • Capability definitions must contain the following elements: key attributes with appropriate measures of effectiveness, supportability, time, distance, effect (including scale) and obstacles to be overcome. – Defined by an operational user and expressed in broad operational terms in the format of an initial capabilities document or a DOTMLPF change recommendation KPPs are those system attributes considered most essential for an effective military capability. The CDD and the CPD contain only those few KPPs (generally eight or fewer) that capture the minimum operational effectiveness and suitability attributes needed to achieve the overall desired capabilities for the system(s) during the applicable increment.
