The Future of Instrument Qualifications for GA Pilots in Europe Paul Sherry Chairman – PPLIR Europe

Recognise contributions of Jim Thorpe Timothy Nathan Vasa Babic

Topics 1. Changes to Theoretical Knowledge 2. Introduction of En Route IR (EIR) 3. Introduction of Competency Based IR (CBM-IR) 4. Ability to convert ICAO compliant 3 rd country IR to EASA IR

History Under ICAO model, the IR is (was) a natural progression from the PPL When JAR introduced, IR theory exams became a subset of ‘professional’ training – the ATPL Minimum flying hours increased from 40 to 50 - an increase of 20% No recognition of previous experience or ratings

History PPL/IR Europe, working with other organisations, proposed a more ‘accessible’ IR EASA (to their credit) recognised and accepted the need FCL. 008 commenced work in late 2008 Finally approved by EASA committee – Oct 2013

Topics 1. Changes to Theoretical Knowledge 2. Introduction of En Route IR (EIR) 3. Introduction of Competency Based IR (CBM-IR) 4. Ability to convert ICAO compliant 3 rd country IR to EASA IR

Changes to Theoretical Knowledge 1. Learning objectives (LO’s) relevant to GA

EASA NPA 2011 -16 Current IR Future CBM & EIR Find Standard Instrument Departure and Arrival Routes to be flown and/or expected

Changes to Theoretical Knowledge 1. Learning objectives (LO’s) relevant to GA 2. Removed LO’s for Complex/High Performance Aircraft (put into High Performance Aircraft exam)

EASA NPA 2011 -16 Current IR Future CBM & EIR Decide how a pilot shall react if there is a conflict between Resolution Advisories in case of an ACAS/ACAS co-ordinated encounter

Changes to Theoretical Knowledge 1. Learning objectives (LO’s) relevant to GA 2. Removed LO’s for Complex/High Performance Aircraft (put into High Performance Aircraft exam) LO’s already included in PPL course

EASA NPA 2011 -16 Current IR Future CBM & EIR Calculate the fuel quantities used, fuel consumption and fuel remaining at navigation checkpoints/waypoints

Changes to Theoretical Knowledge 1. Learning objectives (LO’s) relevant to GA 2. Removed LO’s for Complex/High Performance Aircraft (put into High Performance Aircraft exam) LO’s for Commercial Flights 3. 80 hours study (including E-learning), of which 10 in Approved Training Organisation

Changes to Theoretical Knowledge Now can be achieved by enthusiastic and committed private pilot in 3 to 4 weeks !! Same study course for EIR and CBM-IR

Now for the flying !! 1. En-Route IR (EIR) 2. Competency Based Modular IR (CBM-IR) 3. Conversion of 3 rd country ICAO compliant IR

En Route IR (EIR)

En Route IR (EIR) 1. Completely new rating 2. Privileges – conduct flight under IFR in the en-route phase of flight – access to airways 3. Depart under VFR, and land under VFR 4. May operate at night, if a night rating is held

EIR – Entry Requirements 1. Hold a PPL (Aeroplanes) 2. Have completed at least 20 hours of crosscountry flight as pilot-in-command in aeroplanes That’s all !!

EIR – Training 1. Theoretical Knowledge – 80 hour course 2. 15 hours of instrument flight time under instruction at an Approved Training Organisation 3. Take (and, of course, pass) the skill test.

Competency Based Modular IR (CBM-IR)

CBM-IR – Entry Requirements 1. Hold a PPL (Aeroplanes) 2. Have completed at least 50 hours of crosscountry flight as pilot-in-command in aeroplanes with at least 10 hours on type

CBM-IR – Training 1. Theoretical Knowledge – 80 hour course 2. Single Engine – 40 hours instrument time under instruction – Up to 10 hours in FNPT 1 – Up to 25 hours in FNPT 2 – Up to 30 hours may be IFR and IMC

Conversion of 3 rd Country (ICAO Compliant) IR Applicants for the CBM-IR holding a PPL and a valid IR(A) issued…by a 3 rd country may be credited IN FULL toward the training course mentioned … above

3 rd Country IR – Conversion 1. 50 hours PIC IFR on aeroplanes 2. Oral Examination for Theoretical Knowledge 3. Assessment by Approved Training Organisation followed by training as required 4. Take (and, of course, pass) the skill test

Finally…. . Please consider joining…. Why? 1. We are working for all GA pilots flying IFR 2. We are all volunteers 3. What we do costs money

Finally…. . What are we doing ? We are co-ordinating with -
