Major Planning Issues In 2006 Osceola County elected to change how it will grow over the next 20+ years This has required establishing land use strategies relating to three major planning issues: 1. Development Pattern 2. Absorbing Change 3. Economic Development
Issue 1 - Development Pattern Separating Urban from Rural Minimize encroachment into ranchland farmlands Protect the large ecosystems associated with SJ River Basin and Northern Everglades Basin Creating a Compact Development Area Increase allowable densities Require minimum densities Promote urban form

Issue 2 – Absorbing Change Working with Existing Residents Most residents did not move to the County to live in a compact urban environment Change can not be so disruptive that community support is lost Working with Large Property Owners Focusing on areas where meaningful change can be successfully pursued Directing limited resources to specific areas for specific public purposes

Issue 3 – Economic Development Number of Jobs Osceola has very few jobs relative to population . 26 jobs / resident Half the County’s workforce commutes to another County Projected to worsen over next 20 years Quality of Jobs Osceola jobs are generally low-wage Lowest per capita average wage in region
Changing the County’s Economic Conditions Majority of the County’s future jobs will be located in its Mixed Use Districts Designed to attract high-wage, highvalue jobs Conceptual Master Plans
Conceptual Master Plans County led effort Required as part of compliance settlement w/ DCA on the Comprehensive Plan update Adopted as amendments to the County’s Comprehensive Plan Designed to meet the needs of existing or emerging economic clusters – the best way to expand our economy is to support a cluster of firms rather than to try to attract companies one at a time
