1 2020 Department Accomplishments
Orleans Parish Juvenile Court 2020 Department Accomplishments 1. Juvenile Court immediately and successfully took steps to continue operating after the cyber-attack in December of 2019. This process involved securing laptop computers and printers for all court staff and installing hot spots throughout the building for internet access. The sections of court and the Clerk’s office were able to continue hearings and serve the public because the case management software, IJJIS, was not housed on the city’s server. The full cost borne by the Court was $16, 631. 00. 2. The Court installed new accounting software (Quickbooks) effective 1/1/2020 due to the Microsoft Solomon software loss. Access to reports from the old software became available as of November 2020. City of New Orleans 3

Ongoing challenges resulting from cyber attack: Eight desktops and seven laptops were deemed insufficient for reconnection to the City’s network will require replacement. Memory and hard drive upgrade needed for 58 Court computers used prior to the cyberattack following re-imaging of the computers. Not all staff have been given access to their email prior to the cyberattack. The City directly notifies the staff once this procedure is completed. City of New Orleans 4

Continued movement toward more effective, efficient, and trauma informed court by instituting practices directed at the fair administration of justice and access to appropriate services to promote positive outcomes and prevent unnecessary court involvement. 5. Maintained data-driven court programs that have successfully reduced failure to appear rates and repeat offenders among program participants. City of New Orleans 5
Orleans Parish Juvenile Court 2020 Department Accomplishments…continued 6. Implemented necessary plans and procedures to mitigate the COVID-19 virus in the workplace, March 2020. Expenses incurred for these mitigation plans and procedures were offset by grant funding. Steps and/or precautions taken: a. Obtained consultant services to prepare a COVID-19 plan. b. Secured PPE for all staff use. c. Sanitized entire building (11 sessions). City of New Orleans 6
Orleans Parish Juvenile Court 2020 Department Accomplishments…continued d. Installed plexiglass units throughout the courthouse. e. Installed Temp and Face Recognition Portals at the public and employee entrances. f. Made periodic COVID-19 testing available on-site. g. Obtained ZOOM licenses to conduct virtual hearings. h. Installed a ZOOM room to enable parents and guardians without computers and/or internet access to safely participate in court hearings and trials. As a result of the above, OPJC is fully operational with all staff in attendance and is currently holding in court trials. City of New Orleans 7

Orleans Parish Juvenile Court 2020 Department Accomplishments…continued 7. Secured a grant to open a “Calming Studio” at the Court. This is the 2 nd studio of its kind in the state of Louisiana. The Calming Studio is a unique concept that will provide a therapeutic atmosphere for children and youth that are involved in hearings at Orleans Parish Juvenile Court. City of New Orleans 12

Orleans Parish Juvenile Court 2021 Department Goals 1. Analyze court practices and procedures and the results of existing court processes and identify improvement opportunities. 2. Keep abreast of the challenges presented by the COVID-19 virus to continue to promote a safe and effective workplace. 3 Continue to share our experiences with system shareholders, the community and other juvenile courts. Orleans Parish Juvenile Court 2021 Department Goals…. continued 4. Continue to work to ensure that all youth charged in the Orleans Parish Juvenile Court have qualified and competent legal representation. 5. Work to ensure that crime victims have access to all phases of the juvenile justice court process and receive all services to which they are entitled by law. 6. Work to ensure that the judiciary, court staff and all system participants are both individually trained and trained across systems and roles. 7.
