Purpose: Improve freight connections to local, state, regional, national and global markets to increase

Purpose: Improve freight connections to local, state, regional, national and global markets to increase trade-related jobs and income for Oregon workers and businesses. To achieve this purpose, the freight plan will: a. Establish a process for identifying, prioritizing and facilitating investments in Oregon’s highway, rail, marine, air and pipeline transport infrastructure in furtherance of a safe, seamless multimodal and interconnected freight system. b. Identify institutional and organizational barriers to an efficient and effective freight transportation system in Oregon and develop prioritized strategies for overcoming these barriers. c. Interpret OTP goals and policies related to the development of the freight system.
