ü History / Overview > Began in May 2007 with the ETC stakeholder group of I-Drive > Met with Sheriff Beary & Chief Mc. Coy > Formed the I-Drive Safety Committee > Completed Best Practices Research > Safety plan concept was completed
The District’s Master Taxing Unit (MSTU 1) : • 5500 acres • Over 800 land owners • Home to the OCCC • Current Year taxable value on real property is $6. 5 billion +
ü Best Practices Research ü The following business improvement district’s (BID) were included in our research project. • San Diego • San Antonio • Nashville • Austin • Times Square • Downtown D. C • New Orleans • Orlando
Best Practice Research Findings: The following are examples of activities and programs that are a common theme in all BID’s researched: • Public Safety Officer program – supplemental programs • Most BID’s contract directly through their local LE agency • Many have their own Ambassador program • Several include Clean Team crews • Overall focus was on “visibility” within the BID
ü I-Drive Public Safety Plan Proposal • Program is a PROACTIVE approach by the I-Drive business community. • Program will be contracted through the Orange County Sheriff’s Office and Orlando Police Department. • Safety program will be SUPPLEMENTAL to existing coverage • Includes Ten (10) Law Enforcement Officers • Primary area of coverage will be from Oak Ridge Road to Westwood Blvd. • This is a seven-day a week program with coverage five (5) hours per day during peak night hours to begin • Current costs estimate is $1. 2 million
ü Actions Taken To Date § Request to increase millage was tentatively approved at the July 23, 2008 BCC Budget Work session
ü Next Steps § Requested Action on August 26: Approval of Resolution amending Resolution 92 -M-64 that would increase the maximum millage rate on the District MSTU from 0. 1 mills to 0. 3 mills, and also authorizes public safety programs as an allowed expenditure of the MSTU § September 09, 2008: Present Ordinance& 2008/09 Funding Agreement
