ARROW @ TU Dublin By 2021 your Research Funding and Research Funding Opportunities will DISAPPEAR if you are not on the path to OPEN SCIENCE.
Why now? • Good for society • Open Science has the potential to increase • Quality and efficiency of R&I if all the results are shared, made reusable and if their reproducibility is improved • Creativity through collective intelligence and cross disciplinary research where the collective data is easy to use • Transparency of and trust in the system by engaging all relevant stakeholders including citizens and society
Why is it a problem now? • Unusable research reports • methods/codes unavailable, inadequate information on trials, experiments et • Irrelevant scientific questions • not relevant to society, lack of awareness of existing information • Biased results • conflicts of interests, fraud, selective reporting • Poor design, conduct and analysis. . • Results not fully accessible. . . do not report failures etc. While volume of research output steadily increases!
European Commission • Improve • Freely accessible publications and early sharing of all research outputs • FAIR data • Reproducible results • Cross-sectoral and cross disciplinary approaches • Develop enablers • Infrastructures • Research systems that rewards and incentivizes open science practices with appropriate metrics • Appropriate skills and education including research integrity
European Commission Policy • Mainstreaming and promoting open access policies • Developing an Open Science Cloud • Embedding science in society to make science more responsive to societal and economic expectations • Fostering and creating incentives • Removing barriers • Directives. . eg. copyright directive exception for research to carry out text and data mining
Main points • Commitment to national monitoring • Moving towards no embargoes • Will not pay for apcs for hybrid journals • National principles for research data • Use institutional repositories • National approach to “rewards and incentives” • Commitment to explore national infrastructure • Commitment to explore responsible metrics
Open access to publications
Open Access to Publications • A version made available on open platform • Open access free to use and repurpose • Author visibility…global north, global south • Measure of impact • Scholarship is shared quicker • Journal model creaking/too expensive • Includes all stakeholders (citizen scholar)

Research Data
What is Research Data? • Data collected, observed or created for the purposes of analysis to produce and validate research results • Can be print and online • Digital data = data digitised or born digital • Mantra online course https: //mantra. edina. ac. uk/researchdataexplained/
TU Dublin Policy
Benefits • Can publish articles about DATA • Datasets can be cited • Data Management Plan • Open datasets = research integrity • Library can give you a DOI • Can develop reputation for generating high quality data • Arrow Data Portal https: //arrow. tudublin. ie/data/ https: //dit. libguides. com/datamanagement https: //arrow. tudublin. ie/dataguide/

Skills/Incentives
Altmetrics Article/dataset level metrics Measuring different nontraditional forms of impact Alternative to only using citations Altmetrics/PLUMX software tracking tools Highlights uptake, engagement and impact Digital tools are being used to communicate
The Future?
But in the meantime……. . • Traditional metrics alive and well • Current system suits Sciences • Bad for Engineering, Computing, Arts & Humanities. • APCs and how to pay for them Questions • Will established academics lead? • Will evaluation metrics change? • What are the incentives? requires a paradigm shift in research culture
