IEEE Publications Strategy and Goals • IEEE strives to support all authors and readers

IEEE Publications Strategy and Goals • IEEE strives to support all authors and readers globally. That means being able to offer any author a publication venue that is compliant with their circumstances, regardless of their funding status, the publishing mandates they may have in place, or where in the world they may work. • Open access is one part of the larger open science movement to make scientific research and data accessible to all. The research community is looking to speed up the process from lab discovery to an application of that research. • IEEE is working to enable that change by creating better tools, services, and publication opportunities for authors and researchers. 6

IEEE’s Open Access Program Evolves IEEE's publishing program continues to grow and evolve for both subscription journals and Open Access titles. IEEE continues to provide more options and choices to support the work and needs of all authors - those who prefer to publish in traditional subscription journals or those who prefer or are required to publish via Open Access. 9 To provide even more options for authors, IEEE is launching new gold fully open access journals spanning a wide range of technologies including: • • Computing Telecommunications Biomedical engineering Power and energy • • • Automotive Nanotechnology Industrial applications and more! More information on these new titles now available on open. ieee. org

About the New IEEE Open Access Journals Following are some details regarding the new options coming soon for IEEE authors: § All of the new open access options will be fully compliant with funder mandates including Plan S. § All articles will be published under the Creative Commons Attribution License (CC-BY) enabling authors to retain copyright. Independent editorial boards will drive IEEE’s commitment to publish high-quality articles including cutting-edge studies and breakthroughs in technology innovation. Each new journal will follow IEEE’s established high standard of peer review, drawing on expert technical communities to continue to publish highly cited content The new open access journals and sub-sections will be hosted on the IEEE Xplore® platform, visited by over five million unique users per month. The new journals have begun accepting submissions in the fall of 2019 and are scheduled publish their first articles in early 2020. § § 11

Coalition S compliance All of IEEE’s new fully Gold OA journals, existing OA journals, and IEEE Access Plan S Requirement 12 All publications must be published under an open license, preferably the Creative Commons Attribution license (CC BY) When Open Access publication fees are applied, they must be commensurate with the publication services delivered The journal/platform must provide, on its website, a detailed description of its editorial policies and decision-making processes. No reliance on hybrid journals (subscription journals with a Gold OA option) or mirror journals (OA journals using essentially the same or similar Editorial Boards as the subscription journal) Use of persistent identifiers (PIDs) for scholarly publications, such as DOI Deposition of content with a long-term digital preservation or archiving program High-quality article level metadata in standard interoperable non-proprietary format

IEEE focuses on Expediting and Reproducibility in Research In addition to the full-text article, users also want access to data and research artifacts to try to reproduce the results and see if the hypothesis holds. So IEEE introduced: ▸ Code Ocean – Allows authors to publish code or algorithms associated with research articles in a computable environment and linked to IEEE Xplore. Authors can upload code free of charge and users can access code without a subscription. ▸ IEEE Data. Port – Enables authors to publish large data sets associated with their research. Limited time promo allows users to upload an Open Access Dataset at no cost. ▸ Tech. Rxiv. org – IEEE is launching a Preprint Server for Engineering and Technology Research, a service that lets authors post early and fully open versions of their articles, prior to peer review and prior to being published. These enhancements improve the extent we can help researchers communicate the value of their research by facilitating the communication and availability of their research findings online. 15

What is Code Ocean? An online code reproducibility platform that integrates with any scholarly platform. • • 16 Article Home Page Authors can publish code+data+computing environment Code Ocean’s widget will appear on the article page Users/readers can start building upon other published findings Users get the same computational environment the original author used. No setup and installation needed Users can work with a suite of tools: Jupyter, Code versioning, collaboration, flexible computing etc Or you can export that compute capsule and work Code Ocean outside of Code Ocean. It’s an Open Platform Published Compute Capsules are minted with a DOI and are open access code+data can now be peer-reviewed

What is IEEE Dataport? A web-based, cloud services platform supporting the data-related needs of the global technical community • Stores datasets up to 2 TB each and enable deposits of multiple data files (indefinitely data storage) • Datasets can be linked to Xplore articles • Datasets are minted with a DOI • Citations are formulated and provided in multiple formats for users • Integrated with ORCID; users can optionally have the IEEE Data. Port dataset asset automatically added to their ORCID asset list • Can support and facilitate Data Challenges • Can store and link related documentation – scripts, visualizations, related documentation • Fully integrated with Amazon Web Services 17 (AWS) to facilitate data analytics

Recent examples of highly used datasets on IEEE Dataport ▸ Standard datasets up to 2 TB can be deposited into IEEE Data. Port at no cost ▸ Subscriber Coupon Code Available: DATAPORT 1 ▸ Open Access Coupon Code Available: OPENACCESS 1 ▸ Trial Institutional Subscriptions currently available (no cost through end of 2019) ▸ IEEE expects to start charging for OA dataset uploads and subscriptions sometime in the future Arc Flash data on which the new IEEE Arc Flash Standard is based – this will be of great interest to all involved in electrical safety and will also bring more exposure to SA and the new standard. A dataset used to evaluate a new satellite imaging technique that can identify damaged structures after weather or catastrophic events without having resources on the ground. Based on Hurricane Harvey in 2017, it is accessed refine methods that can be used in the future catastrophic weather events. TST Fall Detection Dataset – one of the most popular datasets on IEEE Data. Port; IEEE Sensors Journal authors are actively loading data into IEEE Data. Port as they submit their manuscripts for publication, thereby driving author citations and supporting research reproducibility.

IEEE Author Posting Policy: Posting Your Journal Article Understand IEEE's article sharing and posting

IEEE Author Posting Policy: Posting Your Journal Article Understand IEEE's article sharing and posting policies for each stage of the article life cycle. Definitions • • • E-print: digital text of a research article. Preprint: a form of e-print where an author posts a draft article on the author’s or another website. The preprint is the article in the form prior to submission to IEEE. Author-submitted article: the version of the article originally submitted by the author to an IEEE publication. Accepted article: a version of the article which has been revised by the author to incorporate review suggestions, and which has been accepted by IEEE for publication. Final published article: the version of the article that has been reviewed and accepted, with copyediting, proofreading and formatting added by IEEE. IEEE Author Posting Policy (“Green OA”) For papers published in traditional subscription journals IEEE

IEEE Author Posting Policy (“Green OA”) For papers published in traditional subscription journals IEEE provides authors with clear guidance on their rights to reuse the accepted (not final published) versions of their IEEE-copyrighted papers in various online scenarios. Authors may share or post their accepted article in the following locations: • Author’s personal website • Author’s employer’s website • ar. Xiv. org • Funder’s repository* The posted article must be removed from any other third-party servers. *IEEE policy provides that authors are free to follow public access mandates to post accepted articles in funding agency repositories. When posting in a funding agency repository, the IEEE embargo period is 24 months. However, IEEE recognizes that posting requirements and embargo periods vary by funder, and IEEE authors may comply with requirements to deposit their accepted manuscripts in funding agency repositories where the embargo is less than 24 months. 24

IEEE Author Posting Policy For papers published in traditional subscription journals Final published article

IEEE Author Posting Policy For papers published in traditional subscription journals Final published article For articles that are not published under an open access license and use the standard IEEE Copyright Form the author may not post the final published article online, but may: • • • 25 Share copies of the final published article for individual personal use Use the final published article in their own classroom with permission from IEEE Use in their own thesis or dissertation, provided that certain requirements are met
