Overview • In order to bring more transparency and accountability in the clearance process, Mo. EFCC, Govt. of India has already rolled out following Portals: • Online Submission and Monitoring of Environment Clearance (Category - A Proposals) on 4 th July, 2014. • Online Submission and Monitoring of Forest Clearance on 15 th July, 2014. • Online Submission and Monitoring of Environment Clearance (Category - B Proposals, State Portal) on 3 rd July, 2015. • DEIAA/DEAC portal for Online Submission and Monitoring of Environment Clearance (Category-B 2 Projects: Mining of Minor Minerals) launched by Hon’ble Minister today i. e. 28 th June 2016. 2

Overview of District Level Portal (Category ‘B 2’ Projects: Mining of Minor Minerals) q A workflow based G 2 C portal developed for receiving and tracking proposals online submitted by User Agencies at district authorities (i. e. DEIAA/DEAC) for seeking Environmental Clearances (Category ‘B 2’ Projects: Mining of Minor Minerals) q A centralized database of proposals submitted to the Ministry from 28 th June, 2016 onwards. q To be used by User Agencies/proponents and District Level Committees (Member Secretaries of DEIAA/ DEAC ). 3

Objectives • Enhance efficiency, transparency and accountability in the environment clearance process at district level. • Reduction in turnaround time for activity. • Enhance responsiveness through workflows automation and availability of real time information. • Enhance ease and convenience of citizens and businesses in accessing information and services. • Achieve standardization in processes across all the districts. 4

Core Features q All submission of projects in single window interface. q A unique-id for each proposal for future reference. q On-the-fly generation of all required reports. q Automatic mailer notification to take instant action. q Delays in the clearance process can be ascertained. q Facilitate Management in effective monitoring. q Accessible from any PC having internet facility. q Different types privileges/roles for users as per their responsibilities. 5

Process Flow of the System (Category ‘B 2’ Projects: Mining of Minor Minerals) q Proponent • Register with the EC portal for the login credentials. • After registration, User-id and password will be communicated automatically to the registered email-id of proponent. • Enter details of Form available under My Proposal tab. • Upload relevant documents on portal and save it. Then, wait for further communication from MS of DEIAA. • After receiving communication regarding shortcomings (if any) in the proposal, Upload all the required details on portal. Wait for further communication from MS of DEIAA. Ø If proposal is complete, then Proponent will receive email regarding Acceptance of the proposal from DEIAA. Ø Proponent will be asked to submit a signed copy of the proposal to DEIAA Office. 7

Process Flow of the System (Cont. . ) (Category ‘B 2’ Projects: Mining of Minor Minerals) q Member Secretary (MS) of DEIAA • Complete proposal including all relevant documents sent by Proponent will be available for viewing. • Examine the proposal submitted by Proponent. Ø If proposal is incomplete, then Member Secretary may send communication of shortcomings to Proponent through EDS module. Ø If proposal is complete, then MS will send a communication of acceptance of proposal to Proponent along with a request to submit a signed copy of proposal in DEIAA Office. • After receiving signed copy, will forward the proposal to MS of DEAC along with the recommendation. 8

Process Flow of the System (Cont. . ) (Category ‘B 2’ Projects: Mining of Minor Minerals) q Member Secretary (MS) of DEAC • Complete proposal including all relevant documents sent by Proponent will be available for viewing. • Examine the proposal forwarded by MS of DEIAA. Ø If proposal is incomplete or any other details are required, then Member Secretary may send communication of shortcomings to DEIAA/ Proponent through EDS module. Ø If proposal is complete, will start process for the consideration in next DEAC meeting. • Upload Agenda and Minutes of the Meeting. Ø When Recommendation is uploaded, proposal will be moved to DEIAA. 9

Process Flow of the System (Cont. . ) (Category ‘B 2’ Projects: Mining of Minor Minerals) q Member Secretary (MS) of DEIAA • Complete proposal including all relevant documents and recommendation of DEAC will be available for viewing. • Conduct a meeting of DEIAA members. • May send back to DEAC for further consideration. • Upload the Final Recommendation and decision on Portal. 10

Process Flow of the System (Cont. . ) (Category ‘B 2’ Projects: Mining of Minor Minerals) • Automatic mailer notifications will be triggered for each and every transaction committed in the portal. • The status of the proposal will be updated at each transaction and the same would be reflected automatically in the reports available in public domain. 11

Process of Implementation (Category ‘B 2’ Projects: Mining of Minor Minerals) • Step 1: MS of DEIAA/ DEAC have to send a request (along with their details such as name, contact details, email address etc) to start the Implementation of the same to: monitoring-deiaa@gov. in • Step 2: Creation of Login Credentials for the Authorities (MS of DEIAA/ DEAC), and intimation of the same from Mo. EFCC. • Step 3: Receiving and Processing of the Proposals. 12
