BACKGROUND • During SONA 2019, the President directed the sixth administration to develop and implement a new integrated district based approach (DDM) to address service delivery challenges • In response, the Western Cape Premier’s Coordinating Forum (PCF) endorsed the Joint District and Metro Approach (JDMA), a geographical and team based, citizen focused approach to provide government services with an outcome of improving the living conditions of citizens. • Recently, Circular no. 11 of 2020: Processes to align the integrated development plans and one plans as part of the implementation of the District Development Model, was shared with all municipalities • This short presentation is therefore aimed at outlining the relationship between the One Plan, IDP and the JDMA Implementation Plan © Western Cape Government 2012 | 2
WHAT IS A ‘ONE PLAN’? A One Plan is an Intergovernmental Plan setting out a long-term strategic framework to guide investment and delivery in relation to a specific district or metropolitan space. It is a collaboratively produced by all three spheres of government (“Co-Created”) informed by Existing Plans of all three spheres of government. It confirms what is in Existing Plans, refines as necessary and identifies key strategic gaps/issues. It expresses IG agreement, alignment, and commitments and is therefore not a detailed development plan. Adopted collectively by all three spheres of government and stakeholders as an IGR and Social Compact: • Shared understanding of the space • Agreement on priorities • Common vision and measurable outcomes • Targets and Commitments © Western Cape Government 2012 | 3
RELATIONSHIP BETWEEN ONE PLAN, IDP & IMPLEMENTATION PL ONE PLAN (Long Term – IDP (Medium Term – 5 30 Years) Long-term vision of the district area of impact and common understanding of goals and objectives in the district area Determine how the long-term vision, goals and objectives contribute towards addressing challenges at a local level by directing actions and interventions towards the vision Long term vision expressed in policy and long-range plans across all spheres of government i. e. Contents of the Implementation Plans tailored to address the district wide priorities / challenges Spatially referenced plans and budgets at district and metro level with emphasis on long-term catalytic programmes and interventions to unlock development potential Focus on implementation of immediate service delivery interventions and priority projects in the One Plan. CONCLUSION • One Plan confirms what is in Existing Plans, refines as necessary and identifies key strategic gaps/issues. It expresses IG agreement, alignment, and commitments and is therefore not a detailed development plan. • Implementation of the One Plan will happen through the medium-term plan which is the IDP • The JDMA Implementation Plan which will contain infrastructure projects and collaborative projects, must be aligned to both the One Plan and IDPs • Development of the One Plan and the JDMA Implementation Plans will take place within JDA Structures (District/City Coordinating Forums) which will enable synchronization and alignment of the Plans © Western Cape Government 2012 | 8
