National Qualifications System (NQS) • To enable Whole Community qualifications management and interoperability, FEMA is developing One. Responder to fully implement the National Qualifications System (NQS) • The system will be FREE to all State, Local, Tribal and Territorial governmental agencies and NGOs. • Participating Organizations will manage their own resources and qualifications via electronic Positions Task Books (e.
