Joint Statement and Forestry Cooperation Forestry cooperation was included in the Joint Statement Strengthen cooperation in REDD initiative, enhancement of SFM, wasteland restoration, and promotion of industrial forestation Korea’s proposal on the AFo. CO establishment was appreciated Concept paper on the AFo. CO establishment was provided (Jan. 2009) Consensus was made among forestry-related agencies before the Summit Relevant ministers and officials are tasked to implement the measures that are contained in the Joint Statement and to report regularly on the progress of the implementation at the ASEAN-ROK Summits ASEAN-ROK forestry ministers should undertake and complete the AFo. CO establishment

II. Korea’s Ideas on the AFo. CO Framework
Vision and Objective Vision: Sustainable development with green growth in Asia region Objective: The aim of the AFo. CO is to facilitate forestry cooperation among its members in preventing forest destruction, combating desertification, restoring and rehabilitating degraded lands, and promoting SFM for mitigating and adapting climate change
Membership State members § § Asian countries shall be members of the AFo. CO At the beginning, ASEAN+ROK will be members and eventually expanded to other Asian countries Associate members § Diverse institutions working in research, education, business, NGOs and forest authorities from Asian countries Affiliate members § § § Countries and forestry-related institutions from outside of Asian region Forestry-related international organization and its regional office Limitation of participation in decision-making processes of the AFo. CO

Activities Strengthen the capacity-building of member countries and facilitate technical cooperation Enhance the capacity to mobilize financial resources in the forestry sector Prevent deforestation, desertification, degradation of the land, and forest disaster Enhance forest carbon stocks and contribute to regional income growth Encourage joint research activities and exchange information

Governance of the AFo. CO Organizational structure: Assembly, Board, Secretariat Voting right, Budget and Accounts Part III. Legal Status and Procedures Legal personality, privileges, exemptions and immunities Signature and consent, Entry into force, Amendments and Termination, etc.

Suggestions to the 12 th ASOF meeting Consideration of Korea’s proposal on future works to follow up the appreciation in ASEAN-Korean Summit Establishment of Working Group composing of ASEAN and ROK to implement the Joint Statement ASOF focal point for each country will be a focal point for WG Inputs on timetable for establishing the AFo. CO Suggestions on draft Convention prepared by KFS after the 12 th ASOF meeting
