Funding Sources • GHAP $6. 5 million (Veterans set-aside) • Rural: $3. 5 million • Urban: $3. 0 million Subsidy per unit type limits: Unit Types Studio 1 Bedroom 2 Bedroom 3 Bedroom Subsidy Limits $150, 000 $210, 000 $265, 000 $325, 000 * these are the limits used in Scoring “lower subsidy per unit” • PSH (100 slots with Rent assistance)

NOFA Application Process Procorem Work. Center • OHCS sent welcome emails with Procorem Work. Center login credentials. • You should have access to Procorem by now • Full NOFA application and attachment docs are located in your Work. Center • Limited permissions during application stage • To submit: Upload your application, supplemental documents and required evidence to “Final Submission” • If selected, your Work. Center will continue to be used through the project development lifecycle • View and complete tasks and events
NOFA Application Process Full Application Overview • An Excel Workbook with many worksheets (aka tabs) • Auto-populates many fields • Substantially self-scoring • Review the Instructions Sheet • It’s a “Smart Document” • Locked and formatted to be used with Prolink. • Do not attempt to change or modify any cells or formulas – risk of application failure • You may not copy from older applications and paste into this application. • By submitting an application you are agreeing by electronic signature to all terms and conditions of the NOFA and application

NOFA Application Process Administrative and Threshold Review Each application is reviewed for completeness on a pass/fail basis. This review isn’t to score the project but to ensure the application has everything required: • Board of Director's Resolution (if applicable) • Organizational Documents • Application Charge is on time and in the correct amount • Evidence of Publicly Supported Housing • Federal Project Resources Status • Development Schedule/Readiness to Proceed • Core Development Documents (CDDs) submitted • Commitment to Diversity, Equity and Inclusion (DEI) • Financial Feasibility: pro forma and fund commitments • Resident Services Plan
Scoring Overview • 100 points possible • 60 point minimum • Ranked by • • Region Score Funding Availability Tie breakers Same points available in each region (urban and rural) Internal scoring committee All categories are “up to” the total maximum points Only whole points awarded (no fractions)
Scoring Criteria • Financial (11 points) • The Financial Assumptions area in the Narratives tab can be useful for defending some decisions, or values that might otherwise seem out of the norm. • Resident Services Description (20 points) • Different from the thorough Resident Services Plan you must provide after reservation • The Application form mirrors the scoring section of the NOFA • Answer as realistically as possible but this is not the final plan
Scoring Criteria • MWESB (4 points) • Scored based on the narrative responses in the MWESB Outreach Tab • Location Efficiency (10 points) Self-Scored and Verified • Walk-ability (2 points) – Just the walk score “Car-dependent” • Food Access (2 points) • Use link in App, or google “USDA food access” • Default map settings show green highlights for food deserts. • Use the description field to back your finding • Medical Access (2 points) – • Use the description field to back your finding • Public Transit (2 points) • Use the description field. State which method used. • Education for family housing (2 points) Use the description field • Weighted averaging will be by units • Community need (6 points)- Narrative
