Executive Summary • This is a new development with an existing, active water connection. This development requires NO new water connection. • Water connection to this property was endorsed by the Coastal Commission, approved by the County Board of Supervisors, and installed by the CCSD on April 16, 2001. • Participation of this project in CCSD retrofit and offset program is projected to save a net 240 gallons of water per day. • This project, with an existing water connection, has no adverse impact on coastal resources. • The Commission’s recent decision that found no grounds to appeal CDPapproval of an identical new development (part of the same tract) mandates similar treatment and outcome for this Project. 1 A-3 -SLO-19 -0199 (Hadian SFD)

LCP-NCAP Planning Standard 4(A) • “New development not using CCSD connection or water service commitments existing as of November 15, 2001 (including those recognized as “pipeline projects” by the coastal commission on December 12, 2002 in coastal development permits A-3 -SLO-02 -050 and A-3 -SLO-02 -073), shall assure no adverse impacts to Santa Rosa and San Simeon Creeks. ” • This Project with existing active water connection is not part of this article’s mandates. 3 A-3 -SLO-19 -0199 (Hadian SFD)
No Adverse Coastal Impact • This Project has an existing, active water connection. • The LCP-NCAP Planning Standard 4(A) requirements do not apply to this CDP. • This Project participates in the CCSD retrofit and water conservation program and is projected to save 358 gallons of water per day. • 358 gallons of water per day is 3 -times as much as the projected water usage of this new development at the time of full occupancy, resulting in a net savings of 240 gallons of water per day. 4 A-3 -SLO-19 -0199 (Hadian SFD)

Commitment to Consistency • Commitment to consistency mandates the same treatment and outcome for similar cases. • The County issued the final construction permit of an identical new development on the same tract (1804) as this Project, with identical criteria and under similar circumstances just a few months ago, with the Coastal Commission’s knowledge and without the Commission’s appeal. • The Commission’s recent decision that there were no grounds to appeal CDP-approval of an identical new development had established the precedence for consistent treatment and outcome for similar cases. 7 A-3 -SLO-19 -0199 (Hadian SFD)
Five Substantial Issue Factors • The examination of the “Five Substantial Issue Factors” strongly supports conformance of this development with the certified LCP: • The County’s approval of this project CDP is factual, legal and conforms to the certified LCP. • This is a limited development, 4000 sf single family residence on a 2. 94 -acre lot. • This development has no adverse impact on coastal resources. • This development requires no new water connection. • This development raises no local issues and has no regional or statewide significance because it is in conformance with the certified LCP. 8 A-3 -SLO-19 -0199 (Hadian SFD)
