Background – present situation • Avinor – limited company, fully owned by the Norwegian state • Avinor responsible for: – 45 airports (civil) – ANS (civil and military), • 48 towers and ACC • ANS subsidiary company in 2014 (Avinor Flysikring) • Ministry of Transport & Communications – Owner of Avinor – Regulator Norwegian Ministry of Transport and Communications

3. Remote towers • Avinor: Remote towers higher potential for cost reduction than competitive tender on traditional tower technology • Phase 1 (2017 -2020) 15 airports 30 -40 per cent reduced operating costs • Phase 2 10 -20 airports 40 -50 per cent reduced operating costs Norwegian Ministry of Transport and Communications

Introduction of competition • Remote towers when savings are bigger than by competitive tender with traditional technologies • Other airports – government's expectations to Avinor: – Process on putting tower and approach services out for competitive tender starts in 2017 – Cooperation with defence forces – Air safety and emergency preparedness – Market size – Remote towers on tender from 2024 Norwegian Ministry of Transport and Communications
