NORWEGIAN ARMED FORCES Norwegian Joint Headquarters NOR CAX ORG • NOR NJHQ started in 2009 to plan a national CAX capability with a minimum organisation of 7 PAX • The first CAX supported exercise was in 2011 • Only 1 pax worked full time with CAX until 2014 • Rolands (and earlier NCI Agency) supports and educates • NJHQ CAX trains own national CAX operators.

NORWEGIAN ARMED FORCES Norwegian Joint Headquarters NOR CAX • NOR CAX is a NATO SECRET level system build according to national secret regulations and has its own gateway to NATO. • NOR CAX consist of these systems/applications: – – – Joint Theater Level Simulation (JTLS) NORCCIS 7 NEC CCIS Outlook (MS Office) Joint Exercise Management Module (JEMM) Spark (Chat).

NORWEGIAN ARMED FORCES Norwegian Joint Headquarters NOR CAX in a CPX • Creates a reduction of reality • 2 main systems in CAX: JEMM and JTLS – JEMM Planning and structuring of the exercises – JTLS Simulation and stimulation of live systems to display the situation very realisticly. CAX will also be supporting wargames, tabletops, consept developement, C 4 IS stimulation, analyses and experimentation.

NORWEGIAN ARMED FORCES Norwegian Joint Headquarters Challenges • Database – Making a complete new

NORWEGIAN ARMED FORCES Norwegian Joint Headquarters Challenges • Database – Making a complete new DB • LOG – National responsibility – not trained in NATO – Auto setting gives minimal training – Time and personnel consuming when manual setting • Reporting – Reports often not detailed enough • • • Personnel; what unit do they belong to (down to battalion/wing/vessel level) BDA; JTLS reports only damaged or destroyed when hit Realism – Parameter settings too often incorrect.

NORWEGIAN ARMED FORCES Norwegian Joint Headquarters Future focus • More frequent use of JTLS

NORWEGIAN ARMED FORCES Norwegian Joint Headquarters Future focus • More frequent use of JTLS (vignets of plans) – J 3 (including subs and SOF) – J 4, J 5, J 6 and J 9 (CIMIC) • Including the tactical level in operational exercises – Providing tactical C 2 data into operational C 2 systems – Tactical simulation data into JTLS, Rolands to cooperate with JCATS to make it work
