395 Express Lanes typical section Three reversible Express Lanes in the median (8 mile length) • The 395 Express Lanes will extend the network 8 miles north from Turkeycock Run interchange to the Potomac River • Reconfiguration and reconstruction of two existing HOV lanes to three High Occupancy Toll (HOT) lanes, including traffic control, pavement modifications, structures, signage, pavement markings, and lighting • Operations and Maintenance remains with Transurban • No modifications to most interchanges 6

395 Express Lanes project benefits TIME SAVINGS • Average 6 to 8 minute travel time reduction in General Purpose Lanes • 15% reduction in travel times in General Purpose lanes NOISE MITIGATION • Provide opportunities along corridor to mitigate noise SAFETY • Increased capacity will reduce the potential for congestion-related crashes • Increase safety at Eads Street interchange TRANSIT/HOV BENEFITS • 35 - 50% increase in traffic volumes in HOT lanes; relieves General Purpose lanes • Increasing capacity on I-395 reduces diversion of traffic to arterial roadways • Promote HOV throughout the day (currently no incentive to HOV during off-peak) • Allow all motorists to continue north on the HOT lanes at Turkeycock Run or enter the southbound HOT lanes exiting DC 7

Fredericksburg Extension of the I-95 Express Lanes “Fred Ex” Project • The Fredericksburg Extension

Fredericksburg Extension of the I-95 Express Lanes “Fred Ex” Project • The Fredericksburg Extension (Fred Ex) project will extend the existing 95 Express Lanes south another 10 miles along the I-95 median, from Route 610 to the vicinity of Route 17 in Stafford County • The project will include new access points to the existing 95 Express Lanes, construction of new ramps for access to Quantico and Old Courthouse Road, and the addition of seven new bridges • Construction is scheduled to begin in Spring 2019 and slated to open in late 2022. When completed, the extension will operate together with the future 395 Express Lanes as a single, fully-integrated Express Lanes corridor between the Potomac and Rappahannock Rivers 12
