NPP Core concepts : Added Value l All projects must make a distinctive contribution

NPP Core concepts : Added Value l All projects must make a distinctive contribution and add value by developing concrete, tangible and innovative products or services. NPP definition: l By working together to produce a new product or service that has a transnational or transregional character. Also includes: l l Transfer and adaptation of existing products and services from one region into transnational or trans-regional solutions Update and adaption of existing transnational or trans-regional products and services with additional features l Projects must describe functionality, target groups, transnational character, viability l Methods of added value: l l l Knowledge transfer Innovation Organisational learning

NPP Core concepts : Transnationality l The NPP wants to ensure transnationality at all stages of project development. The partnership should be balanced. l Mandatory: l l l Each project must address at least 3 of the 4 transnationality criteria: l l l projects must involve a minimum of 3 partner countries one partner must be from an EU Member State inside the programme area Joint development Joint implementation Joint staffing Joint financing In addition: l l Joint strategy for disseminating project results Transnational impact; project outcomes are implemented in different parts of the programme area

Triple Helix Partnerships l Triple helix: The three different spheres of business, higher education

Triple Helix Partnerships l Triple helix: The three different spheres of business, higher education and public institutions working together on new tasks and in new fields. These three spheres together, and not only by themselves, make it possible to obtain an enhanced outcome from the cooperation and invested capital, in the form of innovative new products and solutions. l These partnerships are considered key to securing innovative solutions to many of the issues facing the NPP area. l Triple helix partnerships are encouraged when appropriate. l Two different models: partnership and context l Community aspect: ensuring that end beneficiaries are located within the communities of the Northern Periphery.

Strategic Concepts l Strategic Projects: Projects that make a strategic contribution towards achieving the objectives and vision of the programme l Features: l Innovative outputs of relevance to whole programme area with a focus on peripheral regions l Beneficial impact in terms of a physical product or social capital and expertise l Involves cooperation at transnational, regional and local level to inform policy development l Strategic calls: l Strategic themes will be identified for each priority by the Monitoring Committee l Specific calls will be held for strategic projects, e. g Strategic Project Call

NPP Horizontal Principles: Equal Opportunities l The horizontal principles must be incorporated in every project and at all stages l Equal Opportunities: the prevention and elimination of discrimination between people on grounds of gender, marital status, cultural and social background, disabilities, age, sexual orientation, language or other personal attributes, such as religious beliefs or political opinions. l Projects must describe how they have incorporated equal opportunities l Projects must choose whether they are neutral or positive and justify this choice. l For higher ranking, a project needs to demonstrate a contribution towards furthering equal opportunities in a broad context. l Equal opportunities is not just about gender!

NPP Horizontal Principles: Sustainable Development l Sustainable Development: Development that meets the needs of the present without compromising the ability of future generations to meet their own needs. l Sustainable development is not just about the environment! It encompasses economic, social and ecological aspects. l Projects must describe how they have incorporated sustainable development into the design of the project. l Projects must choose whether they are neutral or positive and justify this choice. l For higher ranking, a project needs to create a foundation for long-term sustainability and bring about beneficial economic, social and ecological impacts.

Alignment with European and Domestic Strategies l l l NPP alignment with other strategies: l The NPP priorities are guided by the EU 2020 Strategy and Gothenburg Agenda. l The NPP aims to complement and contribute to development strategies in the programme partner countries. EU 2020: aims to turn the EU into a smart, sustainable and inclusive economy delivering high levels of employment, productivity and social cohesion. (replaces the Lisbon Agenda) Gothenburg Agenda: EU recognises “that in the long term, economic growth, social cohesion and environmental protection must go hand in hand”. Domestic strategies: relevant national, regional and local development plans and strategies. Projects must demonstrate how they contribute to these strategies.

Appropriate Partnership Constellation l l l Apply a demand driven approach Invite partners whose main interest is close to the project aim and field of intervention Involve expert organisations and private sector partners Select a Lead Partner with the administrative capacity and experience to implement and co-ordinate a transnational project Partnerships should try to cover interests in the West-Atlantic area, the North-Atlantic area and the Nordic countries and to encourage participation from all these different areas. Projects having pre-dominantly a cross-border character are discouraged. If appropriate: l Form a triple helix partnership l Work in a triple helix context l Projects should try to demonstrate SME involvement or at least associate with SME partners where appropriate.
