‘A network of sub-national and local leads across the health, care and public health systems link local champions, networks, and examples of good practice. This accelerates system-wide progress and supports implementation at a local level. This group identifies and shares best practice, innovation and learning locally both across and between local and sub-national networks. It provides an important communication channel between local action and national policy, facilitating a timely and effective spreading of best practice’ Sustainable Development Strategy for the Health and Social Care System 2014 -2020

Movements for systems change This stuff is a little bit like educational levels. Understanding climate change and sustainable development doesn’t take much; school-level stuff maybe. Dreaming up snazzy technological ideas to tackle climate change is kinda university stuff… but creating social movements that help to solve global environmental challenges (peacefully); well that’s Nobel laureate territory. David Pencheon, Healthy City Design Conference 2017 Leadership, especially leadership on behalf of social change, often requires telling a new public story, or adapting an old one: a story of self, a story of us, and a story of now. A story of self communicates the values that move us to lead. A story of us communicates values shared by those whom you hope to motivate to join us. And a story of now communicates the urgent challenge to those values that demands action now. Marshall Ganz, Public Narrative, Collective Action, and Power
A Garbage Can Model of Organizational Choice The NHS is a ‘class of organization which faces decision situations involving unclear goals, unclear technology, and fluid participants’. This requires leaders who can: • • • carefully time issue creation be sensitive to shifting interests and involvement of participants recognise the status and power implications of choice situations abandon initiatives that get hopeless entangled with others realize that planning is largely symbolic, but a convenient excuse for interaction Cohen et al, 1972
