Background for the joint Plan of Action n Recently endorsed OH&S strategies (ILO, WHO, EU) (discussed in Bonn, October 30, 2007; Vilnius, November 14, 2007) n Analysis of OH&S status in the countries (draft reports of BSN network countries are available) n NDPHS Strategy on Health at Work (prepared by NDPHS OSH expert group during 2007 to be further discussed by the Pre-PAC Forum on November 15, 2007) n Project proposal developing occupational health services, and preventing work-related ill-health (based on the discussions within the BSN and SIHLWA-OSH expert groups and eleborated by FIOH) n Plan of Action will be translated into practical activities (BSN and SIHLWA – OSH will be utilized for coordination and guidance)

I Preparation of the National OSH Profiles n n n The profiles will be prepared according to ILO model and according to ILO Convention No. 187 and Recommendation No. 197 A draft WHO-ILO guideline on including occupational health more strongly into the national profiles is available The National OSH Profile identifies the sectors to be prioritized
II Preparation of the National OSH Programmes n n Will be prepared according to the ILO model and according to ILO Convention No. 187 and Recommendation No. 197 Utilizing a systematic approach, working in a tripartite mode
III Preparation of a special National Programme for Occupational Health Services The aim: development of Basic Occupational Health Services (BOHS) Actions: 1. Analysis of OH&S situations in the countries 2. Translation and adaptation of the BOHS guideline into national languages and health systems 3. Organization of a 2, 5 -day Inter-country Seminar on BOHS in the Region 4. Modifications to be made to the Guidelines after the Seminar 5. Printing of the BOHS guidelines in national languages 6. Report by each country of the adaptation of BOHS into their national health systems 7. 1, 5 -day Learn from the Experiences and Follow-up Meeting
IV Improving Health and Preventing Accidents in the high-risk sectors Phase 1. Pilot survey (6 months) n n 1 x 2 -day seminar with 2– 3 participants/country on risk assessment a report on the most urgent high-risk sectors in the country in need of urgent preventive activities Phase 2. Training in the Planning of a Sectoral Approach and Risk Prevention Programmes (12 months) n n n 2 joint seminars for planning risk prevention programmes Countries implement the activities on their own Guidance from reserch institutes for preparing and carrying out the projects in highrisk sectors Phase 3. Reporting of the results (6 months) n n Reports with conclusions and recommendations, to be included in the NDPHS Data Base in due course Concluding seminar
V Advocacy, awareness raising, adding to the knowledge 1. Organizing a High-level Policy Forum in spring 2009 (to continue the discussions of Pre-PAC Forum 2007 and report the accomplishments made on the basis of NDPHS Strategy on Health at Work) 2. Using the Newsletters on Occupational Health and Safety as an information channel (Barents Newsletters on Occupational Health and Safety) 3. Joint campaign on 28 April 2008 and 2009 – preparing material 4. Maintaining and updating the Baltic Sea Website
