North Atlantic (NAT) Minimum Navigation Performance Specification (MNPS) Changes Current MNPS regulations: • Contained in 14 CFR Part 91 Includes “standard deviation… less than 6. 3 NM (11. 7 km)” criteria Change to ICAO Doc 7030 • “NAT Supp” Ch 4 (Amendment 9, April/2014) 4. 1. 1. 5 From 1 January 2015 the means of compliance for demonstrating performance to 4. 1. 1. 5. 1. 2 a) above shall be in accordance with the RNAV 10 or RNP 4 navigation specifications as detailed in the Performance-based Navigation (PBN) Manual (Doc 9613). Aircraft that have been MNPS-approved by the State of Registry or the State of the Operator based on standard deviation of lateral track error of 11. 7 km (6. 3 NM) before 1 January 2015 shall be permitted to operate in NAT MNPS airspace until 1 January 2020. NAT NMPS to PBN Task Force • The NAT’s “MNPS to PBN Task Force” changes the name: NAT IMG Decision 45/2 – Re-naming of the NAT MNPSA • That the ICAO Regional Director, Europe and North Atlantic, advise States and international organizations that the airspace currently designated as the North Atlantic Minimum Navigation Performance Specifications Airspace (NAT MNPSA) be re-named as the North Atlantic High Level Airspace (NAT HLA) as of 4 February 2016. Change to NAT Doc 007 • (Related) Verifying RNP Value: NAT is “Mixed Mandate” Airspace (Doc 9613) “Operators intending to conduct PBN operations must be authorized for such operations. They should file R (PBN approved) in Item 10, and “PBN/” followed by the descriptors indicating RNAV/RNP capabilities in Item 18 of the ATC flight plan. Flight crews shall verify that the corresponding RNP value is entered in the Flight Management Computer, either by default or through manual input, in order to enable aircraft navigation system monitoring and alerting against the most stringent oceanic RNP capability filed in the ATC flight plan. ” NAT MNPS Changes 22 July 2015 Federal Aviation Administration 8
