Contract Oversight Subcommittee (COSC) Activity • Subcommittee Activities: – Monthly Review of Deliverables B&C Agent – Monthly Review of Deliverables NANPA/PA – Reassigned Numbers Database (RND) Ongoing Technical Requirements Document (TRD) development (See Page 4) – NANPA & PA Change Orders: NANPA “A”, and PA “A” • NAS/PAS form updates that will facilitate efficient Guidelines administration and streamline eventual transition to a NANPA/PA unified system • COSC Recommended Approval (April 28, 2019) – 2019 -2020 Contribution Factor Recommendation (See Pages 5 -7) 2
Area of Responsibility • Mission: The Numbering Administration Oversight Working Group oversees the activities and reviews the performances of the Numbering Administrators, including the North American Numbering Plan Administrator (NANPA), the Pooling Administrator (PA), and the NANP Billing and Collection Agent, through the assistance of the Contract Oversight Subcommittee • FCC contract oversight of the following Vendors – Billing & Collections (B&C) Agent – Welch LLC • Bills and Collects from the Telecommunications industry for payment for the functions of the B&C Agent, NANPA and PA Vendors – North American Numbering Administration (NANPA) – Somos • Administers the allocation of the North American Numbering Plan (NANP) numbering resources – Pooling Administration (PA) – Somos • Administers the allocation of 1, 000 Block Number Pooling • This contract also includes the Routing Number Administration (RNA) for P-ANI numbering resources 3
Reassigned Numbers Database (RND) • • FCC 18 -177, December 13, 2018, Second Report And Order (Reassigned Numbers Database Order) US Federal Government Shutdown December 22, 2018 through January 25, 2019 RND Technical Requirements Document (TRD) development FCC kick-off on February 19, 2019 Parallel efforts to complete report pursuant to National Suicide Hotline Improvement Act (May 24, 2019) and the Report on the Proposals to Implement Nationwide Number Portability (May 8, 2019) Twenty seven, two hour meetings, twice weekly since February 2019 NANC Chair & NAOWG Chair request for extension to complete the work to develop the technical and operational requirements report. (April 30, 2019) DA 19 -554, June 12, 2019, CGB & WCB granted request for an extension of time filed by the North American Numbering Council until September 13, 2019 and a progress report by July 12, 2019 4
Budget/Contribution Factor October 2019 – September 2020 • • • The options provided, funds the deficit that resulted from unexpected transition of NANPA contract in November 2018 and subsequent cost of transition to a bridge contract. The budget also includes the anticipated potential costs for transition of bridge contract to a subsequent contract. The contingency fund was determined based upon consideration of potential change orders as well as contract uncertainty and potential base contract rate increase. 2019 -2020: Balance to be funded is: $9, 178, 803 • Net US Carrier Contribution requirement: $11, 178, 803 • This includes a $2 M contingency fund Revenue base (estimate) – $123, 150, 183, 000 Contribution factor – 0. 0000908 Prior year (2018 -2019): Revenue base (Actual) – $ 131, 882, 809, 242 Contribution factor – 0. 0000427 5
Budget/Contribution Factor Continued October 2019 – September 2020 The following considerations are not included in the recommended budget and contribution factor for October 2019 -September 2020, but service providers should be aware of these anticipated costs in the future and plan accordingly: • • Cost of RND development (Order suggests $32, 400, but otherwise unknown until Contract Award) Cost of combining NANPA and PA systems (unknown until Contract Award) Cost of combined NANPA/PA annual operations (unknown until Contract Award, but anticipated to be less than current NANPA and PA contract rates combined) Cost of vendor study to allocate combined NANPA contract cost among international entities (US, Canada, and Caribbean) – Resulting costs allocation adjustment determined based upon study results 6
