1. Shift to rail ? Facts Federal initiatives 3

Freight in Belgium Source: NMBS-Holding 4

Rail freight Source: Infrabel

Subsidies • National transport • Proposal: – Combined transport: 4, 5 mio € – Single wagonload: 10, 5 mio € • Period: 1/1/2014 till 31/12/2014 • Law passed on 23/4/2014 • Information: michel. devos@mobilit. fgov. be 6

Legislation for the last mile • Principle: • Local protocol with Infrabel • No trainpath required • Short distance • Legal basis: • Royal decree rolling stock of 23/5/2013 http: //www. ejustice. just. fgov. be/cgi_loi/change_lg. pl? language=fr&la=F&cn=2013052 341&table_name=loi • Royal decree safety personnel of 9/7/2013 http: //www. ejustice. just. fgov. be/cgi_loi/change_lg. pl? language=nl&la=N&cn=2013070 910&table_name=wet 7

2. Freight corridors Legal basis Noise 8

Legal basis • Regulation 913/2010 concerning a European rail network for competitive freight • Information: – http: //www. mobilit. belgium. be/nl/spoorwegverkeer/professionals/corridors_v rachtvervoer/ – http: //www. mobilit. belgium. be/fr/traficferroviaire/professionnels/corridors/ 9

• RFC 1: the Netherlands, Belgium, Germany, Switzerland Italy • RFC 2: the Netherlands, Belgium, the Grand Duchy of Luxembourg, France and Switzerland • RFC 8: the Netherlands, Belgium, Germany to Eastern Europe Source: website corridors

Noise • Corridor 1: DE, CH and NL – Policy noise for rail – Problems with the public with growing rail traffic • Corridor working group on noise • Working group Infrabel – FPS Mobility and transport – Availability of reliable figures on wagons – Estimation effectiveness of a system 11

3. Single European Railway Area (SERA) Legal base Noise 12

Legal basis • Directive 2012/34/EU establishing a single European railway area or the “recast” of the first railway package • Aims at – an efficient railway system – competetive with other modes – integration of transport for the completion of the internal market 13

SERAC Working group noise • Noise differentiated infrastructure (track access) charges (NDTAC) wagons with cast iron brake blocks • Preparation implementing act • Working group – – member states (BE), actors of rail sector overview of existing schemes in Europe analysis of funding options practical implementation of incentive scheme 14

Other measures 1. adoption of technical specifications for interoperability (TSI) setting maximum levels of noise produced by railway vehicles 2. noise mapping and action plans to reduce noise exposure under Directive 2002/49/EC 3. Union and national public funding for the retrofitting of rail vehicles and for noisereduction infrastructures. 15

TSI Interoperability noise • Directive 2008/57/EC on the interoperability of the rail system within the Community • Decision 2011/229/EU concerning the technical specifications of interoperability relating to the subsystem ‘rolling stock – noise’ of the trans. European conventional rail system 16

4. TEN-T Legal basis Noise reduction subsidies 17

Legal basis • Regulation 1315/2013 on Union guidelines for the development of the trans-European transport network TEN-T • Regulation 1316/2013 establishing the Connecting Europe Facility (CEF) for the union financial assistance to TEN-T 18

TEN-T Freight network Source: Ten-T

TEN-T fundings - noise • TEN-T program will finance actions to reduce rail freight noise • Funding rate : max. 20% of the eligible costs • Several calls for proposals will be launched during the period 2014 -2020 Each proposal must be approved by one or several member states ! 20

TEN-T fundings – 1 st Call • Actions to reduce rail freight noise, including by retrofitting of existing rolling stock • Budget : € 20 million • Call publication (indicative): September 2014 • Information: – Innovation and Network Executive Agency http: //inea. ec. europa. eu/en/ten-t. htm – Federal Public Service Mobility and Transport http: //mobilit. belgium. be/fr/traficferroviaire/financement/europeen/ 21

TEN-T fundings – 1 st Call Drafting of the proposal Deadline for submission : J - 10 Proposal Submission of the proposal to the FPS Mobility and Transport Deadline for submission : J Proposal + Member State approval Submission of the proposal to EC 22

5. Impact assessment of noise Legal base Noise charts Action plans 23

Legal basis • Directive 2002/49/EC of 25 June 2002 relating to the assessment and management of environmental noise – Modelling traffic (road, rail, air) and noise – Publication noise maps priorities – Actionplans • Responsability : 3 Belgian regions (see their websites) 24

Noise map rail Fase 1 2007 -2008 Lines > 60. 000 trains/year Fase 2 2012 -2013 Lines > 30. 000 trains/year Noise contours on maps (example: Walloon Region) Statistics on number of people disturbed (example: Flemish region) Source: website Vlaams gewest LNE Source: website Région wallonne

Action plans rail • Regions work together with Infrabel and NMBS • Specific measures based on priorities • Flanders: – 3 actions concerning rail way noise – One action = modelling of the effect of a total retrofitted wagonpark – Why ? Assessment of the benefits 26

6. Next steps 27

What about Belgium ? • Different scenario’s must be evaluated • • No action NDTAC that rewards silent wagons Subsidy scheme for retrofit …. • Contacts of the FPS mobility and transport in working groups of SERAC, Corridors, Infrabel, regions, sector, … • A context of severe budget control. 28

What can you tell us about … • Cost and technical aspects of retrofitting – investment – exploitation and maintenance • Your experience in other countries • Your opinion on the scenario’s and on incentives 29
