PARR, Publications Policy & Data Directive Publications Policy Data Directive Defines in more detail the specific roles and responsibilities laid out in the PARR Plan. NOAA Central & Regional Libraries PARR Plan Lays out NOAA’s plan for making publications and data publicly available, broadly defines what will be made accessible and who will be responsible. Requires a NOAA publications policy and development of NOAA Institutional Repository. National Oceanic and Atmospheric Administration OSTP Memo Requires agencies that conduct >$100 M in research annually to create a PARR Plan to make results of research available to the public.
What is PARR Compliance? That AUTHORS: ○ Submit all digital NOAA research publications to the library for inclusion in the Institutional Repository within 12 months of publications¹. ○ Ensure that submitted publications are Section 508 compliant². ● That THE LIBRARY: ○ Manage and maintain a Repository of NOAA research publications and provide longterm preservation of materials³. ○ Load submission packages (metadata + manuscripts + supporting files) into the Repository ⁴ ○ Compile and report metrics on repository usage and PARR compliance ⁵ ¹ Publication Policy - IV. 1. What documents are included in the IR? NOAA PUBLICATIONS The NOAA PARR Plan, requires inclusion of any document in a NOAA series which include (but are not limited to): ● NOAA professional papers ● NOAA atlases ● NOAA technical reports ● NOAA technical memorandums *Library may include other NOAA-produced documents per the NOAA PARR policy Examples: ● Strategic plans ● Annual reports ● Recovery plans ● Reports to Congress NOAA Central & Regional Libraries National Oceanic and Atmospheric Administration
What documents are NOT included in the IR? NOAA PUBLICATIONS Questions to consider when submitting non-series documents: 1. Who is the audience for this document? Is it intended for wide dissemination or mostly within a specific office/program? 2. Is it ephemeral? 3. Can the document stand on its own, or does it depend upon other sources of information to interpret? 4. Is the item in its final form? Per the NOAA PARR Policy, “Documents intended for internal use only or materials developed for litigation would not be included” in the NOAA IR (pg. 9).
