I. CONDITION ON FIRE & HAZE Indonesia uses two sources of hotspots data from NOAA 18 analysed by Ministry of Forestry for monitoring purpose and from Modis Terra and Aqua from BMKG for suppression and emergency responses. NOAA and Modis Terra and Aqua both shows an increase of hotspots counts in August 2013.

EFFORTS 1. 2. 3. 4. 5. 29 August 2013 : water bombing (40 times) in Pelalawan Regency 26 -29 August 2013 : mobilisation of Manggala Agni and firefighter of Forestry Provincial Office in : Dumai areas: Rokan Hilir, Rokan Hulu, Dumai and Bengkalis Siak areas Rengat areas: Indragiri Hulu, Indragiri Hilir, and Kuantan Singingi Pekanbaru areas 27 August 2013 : socialisation meeting of Presidential Instruction No. 16/2011 at North Sumatera 30 August 2013 : coordination meeting at Riau Governor Office 2 September 2013 : field evaluation to ensure local government system for fire supression already in place.

EVALUATION MEETING Minister of Environment, Republic of Indonesia, in Riau on 17 September 2013 lead coordination meeting at Pekanbaru. Meeting attended by fire prone provinces in Sumatera and Kalimantan. Meeting concludes: • To encourage local initiatives involving Communities (MPA) during dry season. • To ensure the Implemention of prevention, suppression and law enforcement activities. • To promote the use of SOP designed by Ministry of Environment at all levels.

III. LAW ENFORCEMENT • Carried out by a Joint Task Force from National and Local Police, General Attorney, and other relevant Ministries. • Until September 2013 : a. 8 companies have been under investigation (1 company has been named suspect for land/forest burning activities). b. 24 individuals are also being suspects to cause the land forest fires.

IV. RATIFICATION OF AATHP • Internal consultations has been concluded to ratify the Agreement. • The Government of Indonesia is in the final stages for the resubmission to parliament for ratification of the AATHP.

V. BILATERAL COOPERATION • Continue bilateral cooperation between Indonesia-Singapore and Indonesia-Malaysia • Indonesia has conducted 2 preparation meeting (21 August 2013 and 3 September 2013) • Area of cooperation: Information sharing, knowledge sharing, and joint research • Indonesia will prepare draft of Mo. U

VI. CLOSING • Despite the unfortunate natural conditions, Indonesia underlined the importance of addressing land & forest fire problems. • Indonesia has effectively conducted actions to mitigate land forest fires. • Indonesia will continue to strengthen its national capacity through the implementation of Indonesia’s Comprehensive Plan of Action in dealing with transboundary haze pollution. • Indonesia will prepare draft of MOU on bilateral cooperation between Indonesia-Singapore and Indonesia-Malaysia
