NHW seminar 12. 11 -13. 11. 2013 The activities of NHW sectors in Estonia

The obligations of the NHW sector leader • To participate in general assembly • To organise the putting up of the NHW signs • To organise the collecting of the fees (yearly fee and admission fee) • Organising the communication between neighbours, shares information • Updating the neighbours data • Organising trainings, activities for the sector • Is a contact person for co-operation partners

General assembly GENERAL ASSEMBLY (is formed by the leaders of NHW sectors and individuals who want to contribute) THE BOARD MANAGING DIRECTOR OTHER EMPLOYEES

The obligations of the members of the NHW sector • Shows initiative in implementing NHW; • Informs police and NHW sector members about the suspicious activities and/or crimes • Pays admission and yearly fee

After agreement NHW in Estonia has 2 main parts: • Looking out for your neighbourhood – residents of NHW areas are encouraged to be on the lookout for suspicious behaviour COMMUNICATION • to reduce the attractiveness of their homes householders are implementing their activities which are suggested by the NHW organisation/police SECURITY AT HOME

The communication The NHW district members have to decide: How the communication will be organised? How often are regularly meetings? How to make changes in the contact list? Are there any other regular activites? Survey about the safety problems in the neighbourhood

Communication • The simpliest ways – e-mails, telephone calls, Facebook groups, Internet forums • From neighbour to neighbour • Posting in to the brifecases • Meetings

Communication • In urgant cases everybody should contact the police/ambulance/rescue service by them selves • Non-urgant cases: 1) All the information is sent to the district leader and he/she will forward it to the necessary people or 2) Every member of NHW sector communicates with institutions by him/herself but keeps the leader informed In questions or problems which concern more then one member or family in the district it is better if the leader of district is dealing with it.

How often are regularly meetings? • At least one time per year • In the meeting the data of the members should be updated. New data should be sent to other parties of the contract. • The local police officer should also participate in the meeting.

Security at home • Inviting a specialist from police or NHW NGO to get advice how to improve the safety in the neighbourhood • Usually the advices include cheap, easy to implement tips which have quick impact.

Safe home The advice usually consists of: 1. Lighting improvement; 2. Better visibility; 3. Good locks also for the back door(s) 4. Window safety 5. How to teach the children and/or elderly

NHW patrols

NHW patrol • • The eyes and ears for the police As a rule no intervention No weapons, knives, batons On foot, in the car or by bicycle • Before the patrol: training from the police!!! • The equipment: vests, flashlights, paper, pen, pepperspray

NHW patrol • Regular/unregular • In co-operation with police or only NHW members • Information shared later with other members and police Problems: There are no insurance for the patrols The patrols could be at risk of attacking Excessing the limits of self-defense

Other regular activities • Trainings: basic safety tips and possibilities, first aid, fire safety, legislation etc • Non-informal activities – grilling parties, picnics
