Review of Geographical Enlargement Conditions & Procedures • Report of Council-wide Working Group, CERN/2918/Rev. , adopted by consensus by the Council in June 2010, established new conditions and procedures for non-Member State wishing to engage with CERN. • Following Council’s discussions in 2017 on possible improvements to these conditions and procedures, Management presented (Council, March 2018) key aspects of the experience so far & areas that would warrant consideration by a Council-wide WG in the context of a review of the Organization’s enlargement objectives, carefully balancing financial needs, effective governance and operational efficiency. • Further discussion of various issues raised by Management & the delegations to take place in framework of dedicated Council WG. • President’s Group invited to draw up a proposal for the WG’s formal mandate and composition and to submit proposal for approval at the June 2018 Council Session.
Associate Membership in the Pre-stage to Membership • Serbia • Council Fact-finding Task Force (FFTF) visit took place on 27 -29 March 2018. • It is hoped that the FFTF report could be ready for consideration by the Council at June 2018 session. • The intention of Serbia is to conclude the process during 2018, with a view to full Membership taking effect during 2019, if approved by the Council. 5
Associate Membership • Lithuania became an Associate Member State on 8 January 2018. • Brazil • Application stalled since 2013 with the draft Agreement not moving forward on the Brazilian side due to continuous political challenges in the country. • Currently no positive signals of a change in the near future. • Elections expected in October 2018 and CERN working towards re-engagement with new Administration • Croatia • Council Fact-finding Task Force (FFTF) visit scheduled to take place on 2 -4 May 2018. • Aim to have FFTF report presented to Council at September 2018 session. • Russian Federation • Following withdrawal of Associate Membership application, noted by Council at December 2017 session, aiming to conclude updated International Cooperation Agreement. • Expected to be before Council at June 2018 session. • Discussions on potential Russian in-kind contributions to HL-LHC are ongoing. • Key topic for next session of biannual CERN-Russia Committee (“ 5+5” meetings, April 2018).
Expressions of Interest • Estonia • By a letter from the Prime Minister to the President of Council of 8 February, Estonia has formally expressed its interest in being an Associate Member in the pre-stage to Membership. • Letter considered by the Council at March 2018 session & Estonia invited to apply not before 2018. • Ireland • As part of the 2018 budget deliberations, Ireland decided to move forward with ESO membership but not with a simultaneous application for CERN Associate Membership. • CERN Associate Membership is kept under review, and the Minister for Training, Skills, Research and Development expresses hope that Ireland would be in a position to progress CERN Membership when the fiscal situation improves. • Latvia • By a letter of 8 February from the Minister for Education and Science to the President of the Council, Latvia has formally expressed interest in becoming an Associate Member in the pre-stage to Membership; . • Letter considered by Council at March 2018 session & Latvia invited to apply not before June 2018.
International Cooperation Agreements (ICAs) • Kazakhstan • Following the approval of the ICA by Council at December 2017 session, signature ceremony is being prepared. • First ICA with Central Asia country. • Philippines • ICA to be presented to Council for approval at session in June 2018. • Thailand • ICA to be presented to Council for approval at session in June 2018.
Engagement with other Countries / Regions • Canada • Notwithstanding the strong support in the community, it does not seem likely that Canada would move forward with Associate Membership at this stage due to financial constraints. • Issue is under consideration at the highest levels. • Republic of Korea • DG will travel to the Republic of Korea for ICHEP 2018 (4 -11 July), which will provide an opportunity to engage at the highest levels to advance the perspective of possible Associate Membership. • Middle East and North Africa (MENA) • In recent years, CERN has donated computing equipment, servers and storage capabilities to countries in MENA (Algeria, Egypt, SESAME). • In support of efforts to become more effective in data handling in the scientific domain, e. g. LHC. • Request received from Palestine and is expected in the near future from Lebanon. • Lebanon: aim to contribute via its cluster of universities to CMS. • Palestine: aim is to contribute to ATLAS (hosted at An-Najah National University in Nablus).
CAPSTONE Horizon 2020 RISE Proposal • CAPSTONE Project Aims • Facilitate mutual reinforcement of radiation detector-based programmes in Europe (AU, BE, CH, ES, HU, IT, LT, UK), Israel, US, Pakistan, India, Sri Lanka, Mauritius, Bangladesh and Nepal covering technical, organisational and personal development and networks. • Incubate new technologies based on silicon and gaseous sensors for radiation detection in preparation for future HEP projects. Proposal submitted to EC on 21 March 2018
CERN Protocol Office • The CERN Press and Protocol Offices are preparing meeting with LHC Experiment Spokespersons (or their representatives) in May to discuss access conditions to experimental areas during LS 2 for journalists and PRT officials. • Access to LHC experiments underground: need to define procedure whereby Protocol Office has latest information of specific access conditions before accepting/refusing visits.
