Overview n NYS approach to smallpox pre-event initiative was sufficiently different from the CDC model that we developed our own Smallpox Pre-Event System (NYS PVS). The current NYS PVS is not a part of the New York State Immunization Information System (NYSIIS). 1/21/2022

Clinic Model Differences n CDC: Only a few clinic sites n NYS planned on many clinic n CDC: Keep track of not vaccinated n NYS only wanted to know who was vaccinated n CDC: Only one vial open per clinic n NYS clinics could have more than one vial open 1/21/2022
Data Requirement Differences n CDC: Preferred getting identifying info n NYS wanted to keep it in the state n CDC: Batches are reported with shots info n NYS for inventory keep track of inactive, expired, spoiled n CDC: Consent n NYS 1/21/2022 had it’s own consent
Additional NYS Requirements n Vaccine's to complete Vaccination Diary n PHRT had to be listed on NYS Communications Directory n Section C of Medical History Form used as vaccination record n Selective access to data 1/21/2022
Why Registry wasn’t used n Technical n Addition PVS requirements don’t fit registry functionality n Time n Wasn’t time to fully develop within the existing registry design. n Politically n Wanted 1/21/2022 to restrict access to PVS data
Problems n I was not part of NYS initial planning for BT n Neither CDC or projects had enough time n CDC Required Forms couldn’t be modified n Information from different CDC groups n n n 1/21/2022 Forms Education / Training PVS Non-PVS Adverse Event Worksheet VAERS
Suggestions n Continue to work on PVS n Work together with CDC on Post Event n No more “one-trick ponies” n Formalize AIRA-BT / CDC relations 1/21/2022
NYS PVS Profile as of 10/16/03 Clinics n 90 clinics held (5 were state sponsored) n 3 clinics had 50+ vaccinated n 5 clinics had 25 -49 vaccinated n 7 clinics had 10 -24 vaccinated n 75 clinics <10 vaccinated 1/21/2022
NYS PVS Profile as of 10/16/03 Vaccinee n 774 Individuals were vaccinated: n 740 (96%) Major n 26 Equivocal n 8 Overdue n NOTE: Immune status of the twice equivocal pending review of new CDC guidelines. 1/21/2022
NYS PVS Profile as of 10/16/03 Batches Total of 34 vials reconstituted n Active : 8 vials n 15 shots have been administered n Expired: 23 pass 90 days n 671 shots were administered n Spoiled: 8 vials n 4 “clumped” immediately and not used n 111 shots administered before “spoiling” 1/21/2022
NYS PVS Profile as of 10/16/03 Diary and Adverse Event Worksheet n Of the 740 that had a Major take n 602 (81%) completed the diary n 40 individuals reported missing work for an average of 3. 72 day n 723 (98%) completed the CDC Adverse Event Worksheet n 56 (8%) said yes to one of the questions and required a follow-up call n 20 1/21/2022 VAERS reports
