New MOU Agreement January 1, 2017 to July 1, 2021

background • • Discussions began earlier in 2015 on a reopener clause of the

background • • Discussions began earlier in 2015 on a reopener clause of the current MOU. Discussions were stopped when the CAL FIRE Local 2881 Negotiating Team determined the offer provided by the State was not at an acceptable beginning point. During this time Rank & File Director Tim Edwards was in continual contact with the Director of Cal. HR pressing him to come back to the table with an offer that begins to addresses compaction and pay disparity. Tim Edwards and President Mike Lopez were also concurrently working with Aaron Read and Assoc. to press the Governor's Office to come back to the table with a better offer. Discussions began again in Dec. 2016 when it was determined the State had made improvements to it’s offer. Discussions were concluded after marathon sessions on Dec 21, 22 and 23 rd. The final tentative agreement was signed at 0500 on Dec 23 rd after an all night bargaining session.

Take aways • VPLP – Program • Employees who are currently enrolled in the Voluntary Personal Leave Program will be taken off this program and have the 4. 74% reinstated to their base salary upon ratification. • The VPLP program was not bargained for originally, it was an offered trade off by the Administration, and as such was eliminated by the Administration. BU 8 was one of the last bargaining units to still have the VPLP program as our contract had been “closed” since 2001. • This was insisted upon by the Administration and the Department.
