NEW ICAO FLPLN 2012 Equipment : Automating the aeronautical information system All the KCAA manned aerodromes in Kenya have been automated. This means that we will not be procuring a system but an upgrade. All the officers are trained on the automated system Procurement KCAA opted to deal with the vendor that supplied the present system (ATALIS) at a cost of Approx US$15, 000 and Eurocat at US$40, 000
NEW ICAO FLPLN 2012 Challenges: The Eurocat system and the ATALIS were supplied by a different vendors. Care has been taken to ensure that all updates will be based on the same interpretation of the requirements of Amdt 1; The two systems have been identified and KCAA is waiting for the delivery of the ATALIS upgrade end of Feb.
NEW ICAO FLPLN 2012 Installation KCAA has gone through the technical specs of all our required equipments and we are convinced that it provides all the functions required in an Airport Briefing Office to support the preparation of Flight plan filing and process, PIB production, Flight plan input, and exchange are performed in accordance with ICAO and EUROCONTROL standards and recommendations.
NEW ICAO FLPLN 2012 Contracts to supply the systems will be signed end Feb Expect the supplies in March or early April Installation is expected in March/April and will be done in all KCAA manned stations. Eurocat will be installed in April at JKIA The whole system is expected to be working in May. KCAA is in the process of replacing AFTN with AMHS.
NEW ICAO FLPLN 2012 AFTN An essential part of the current communications system is the Aeronautical Fixed Telecommunication Network (AFTN) which is used to exchange flight plans world-wide. This network is based on very old technologies. It has served well but cannot now be reliable due to change in technology, information/data traffic volume and need. However, industry support for X. 25 was to be phased out in 2009 with all such systems becoming obsolete.
NEW ICAO FLPLN 2012 AHMS New communications standards have emerged as replacements - the major one being the ICAO ATS Message Handling System (AMHS). This is based on the X. 400 world-wide messaging standards and on the Internet Protocol (IP) for transmission and routing. This has set the direction of the replacement, but the new standards cannot simply be superimposed onto the existing networks.

NEW ICAO FLPLN 2012 AMHS The AMHS Sub-Domain performs studies and developments required for the migration of the existing AFTN/CIDIN network to AMHS. The following activities have been completed so far: 1 KCAA has identified a need and done the specs on the extended AMHS. 2 The world bank is financially supporting the acquisition of the system for KCAA
NEW ICAO FLPLN 2012 By end 2011, ANSPs worldwide had replaced 14 operational international AFTN connections by an AMHS link. Kenya will be replacing its AFTN switching centre with the AMHS by the end of 2012. This has no bearing the new ICAO flight plan because it only checks on distribution not format. To prepare ourself for the changed flight plan KCAA is negotiating with a vendor to upgrade the Eurocat.
NEW ICAO FLPLN 2012 Eurocat KCAA has the EUROCAT C which is ADSC built in but disabled. The contracted vendor is to upgrade the equipment to enable ADS_C VSAT The present VSAT can not support the present system configuration. Technical evaluation is being done to three short listed companies to install a new VSAT system
NEW ICAO FLPLN 2012 Training a) Theory training will be conducted to all officers at their stations using materials prepared by AIS instructors b) Practical Training will be conducted by the vendor (egisavia)to six officers on the system c) The officers who are already trained on the system will train the others

NEW ICAO FLPLN 2012 Training Stakeholders During the AIS day cerebration on 13 th May 2011 the New flight plan concept was introduced to the operators. KCAA will be running a four day course on the new flpln such that interested parties can enroll Training for dispatchers, flight plan originators and flight data specialists/officers has been taken into consideration when developing the materials
