CHALLENGE: Mainstreaming NDCs throughout government processes NDCs carry a wide range of new risks and opportunities, not only for the government but also for international institutions and private sector. It cuts across issues, and is not a standalone climate or environment issue. NDCs cover energy, transport, forestry, agriculture, water etc. More efforts are needed to integrate NDCs and climate change considerations systematically and explicitly across horizontal and vertical levels of strategies, programmes, and operations: • Connecting the dots within governments and institutions (what is at stake, why should I care, how can I contribute? ) • Sufficient awareness for decision-makers to manage risks and deal with uncertainties while harnessing opportunities (ie financial, technological) of (new) climate friendly development models. • Accountability for NDC implementation (MRV)

CHALLENGE: Increased access to climate finance Securing Accreditation from Fund/s Some institutions are struggling to provide required documents for accreditation that meet the standards of Fund. The accreditation process also comes with fairly high transaction costs and requires a substantial amount of time to complete an application. Identification of appropriate and bankable projects Developing national climate finance strategies or investment plans Although numerous funding mechanisms are available from climate funds, MDBs and development cooperation partners, most developing countries lack capacity, knowledge and resources to identify and develop strategies, projects and investment plans.

EXPLORING SOLUTIONS… Although it is encouraged to have a full understanding of the Fund’s application process, mechanisms, investment criteria and project cycles, among others, readiness support has helped some national institutions overcome these challenges. At the request of governments, NDC Partnership workshops at times include participation of Funds such as the Green Climate Fund to explain the accreditation process and requirements. Almost all of the Partnership Plans currently under development request for support in accessing climate finance. NDC Partnership’s network of institutions such as the European Bank for Reconstruction and Development (EBRD), World Bank (WB), UNDP and GIZ are among others provide relevant support.
