NCD SITUATION NCD National Programme established in 2007 7 former programmes pooled: blindness, cancer, oral health, epilepsia, mental health, school health, health promotion Managed by a unit of 4 people strengthened by qualified personnel from former programmes
NCD SITUATION CONT. NCD Prevention implemented by Health Promotion Unit through Radio/TV talks, annual national « Heart March » , PHC and community activities… NCD case management performed in 2 University Hospitals and 4 department hospitals Inadequate technical equipment and unbalanced distribution of specialists
ACHIEVEMENTS IN TACKLING NCDs AND THEIR RISK FACTORS Research and baseline data: STEPWISE surveys in Cotonou and nationwide conducted and results disseminated National Policy on NCD control adopted NCD prevention and case management Plan developed WHO-PEN being implemented in peripheral health centres (Atlantique/Littoral Departments). 02 cancer registers established in the 02 National university Hospitals NCD Control Multisectoral Committee established
CHALLENGES Making the Multisectoral Committee functional Creating an enabling environment for NCD control Training a critical mass of specialists for NCD case management Enhancing technical equipment of health centres Scaling up the Package of Essential NCD (PEN) interventions for primary Health Care
LESSONS LEARNT Integrated approach of NCD case management Involvement of all sectors in NCD control Community participation in NCD control Reorienting health service to the problem of NCD in Benin; Adapting National Health Information and Management System tools to cater for NCDs
