NDC Updates
Philippines’ Accession to the Paris Agreement • President Duterte signed the Instrument of Accession for the Paris Agreement on 28 February 2017. • The Senate of the Philippines unanimously adopted a resolution concurring to the accession on 14 March 2017. The Instrument of Accession was accepted/approved by the UNFCCC on 23 March 2017 and it officially entered into force on 22 April 2017.
Pres. Duterte’s Concerns on the Philippines’ Accession to the Paris Agreement • Philippines should be allowed to industrialize and not be pressured to limit its carbon emissions (climate justice) • Developed countries should pay for climate change related damages in vulnerable countries (compensation, loss & damage)

Way Forward for NDC • Formal establishment of a Technical Working Group for Nationally Determined Contributions • Confirm list of adaptation priorities and mitigation options with lead sectoral agencies • Conduct integrated analysis of adaptation and mitigation components – identify synergies/joint projects • Finalize the zero draft and submit the 1 st NDC • Develop implementation plans and monitoring systems – to track progress and build confidence that goals will be achieved • Integrate NDC monitoring in the NICCDIES (online platform)
Way Forward for NDC • Integrate Sub-national/Non-state action plans into NDC • Develop financing plans- to facilitate mobilization of climate finance support • Mitigation goals may be split into conditional/unconditional components - based on availability of funding/need for external support • Establish robust institutional structures and strengthen capacity -for NDC formulation, implementation, monitoring and evaluation
