NSLA The NSLA is an overarching framework and reporting tool which informs provincial and district activities and programmes to improve overall learner performance in line with Action Plan to 2019 – Toward Schooling 2030.
OVERVIEW OF PROCESS • Each province implements its learner attainment improvement strategy • Provinces report to DBE on a quarterly basis on the strategic activities identified in the NSLA. • The reports are analysed and customised and feedback is provided to provinces for improvement on a quarterly basis. • Reports on provincial progress presented to HEDCOM and CEM.

EVIDENCE-BASED REPORT (EBR)
Purpose of EBR • The Evidence Based Report is an all -encompassing report to present systemic programmes and interventions over and above the normal teaching and learning programmes that were employed by the DBE and Provinces since 2014 when the Class of 2016 cohort started Grade 10 to bring about improvements in learner performance.
Focus of EBR • The focus in all these interventions will be the direct or indirect impact of these interventions on the Class of 2016. • There has been no standardised assessment across all provinces during these intervals which could be used as a valid indicator of improvement in learner performance. • Therefore, the actual impact of the interventions would be measured and reported in terms of improved learner performance in the 2016 NSC quarterly

2016 SBA Workshops • DBE hosted SBA Quality Assurance Workshops (Grades R – 12), from 12 April - 22 June 2016 in all 9 provinces. • The FET workshop focussed on: – Subject specific cognitive taxonomies with a specific focus on the difficulty levels; – Responding to questions of a higher cognitive demand; and – Developing high level quality exemplar SBA tasks per subject per grade.

2016 SBA Workshop Sessions Plenary Session Achievements • Mediation of 2016 SBA moderation process: Migration from focus on moderation of SBA to holistic quality assurance SBA • Presentation of 2015 NSC SBA Statistical analysis reports per province identifying emerging trends, good practices and areas for immediate intervention. • The presentation on differentiated strategies to provide insight into concessions and accommodations for learners with barriers to learning. Working Sessions • Mediating the cognitive levels and increased difficulty levels as espoused in the 2014 and 2015 NSC examinations • Developing SBA exemplar tasks for the different forms of assessment for all subjects and grades; • Using assessment development tools, assessment moderation tools and cognitive analysis tools used to mediate a uniform quality assurance process the SBA tasks

PROV EC Improving Language Proficiency SUMMARY OF MAIN ACHIEVEMENTS State of the Province Public Speaking Competition. Debates were conducted in the following languages: English HL, English FAL, Afrikaans, isi. Xhosa HL and Sesotho HL. FS Additional revision exercises on Language for learners in Grades 8 -12 developed. IBP broadcasts: Review of November examination question papers for HL and FAL. A dedicated IBP programme was developed to support African Languages. English Common exams were written in June for Grades 10 -12 learners. GP English HL workshops were conducted across 15 districts. English FAL Teacher training sessions. KZN LP EAC documents to 192 Math Lit, 178 Maths, 40 Geography, and 81 History teachers; 2438 Tourism Dictionaries were given to Tourism learners to strengthen EAC; Tourism (32/35); 452 SMT members were Trained on EAC in one district. To strengthen Isi. Zulu Home Languages Usiba lessons were conducted in 39 secondary schools. 14 subject advisors trained by the trainers from the British council on EFAL and EAC. MP EAC workshop conducted for 23 SMT members. 2 Essay writing competitions 78 schools. 1 Debate competition. NC Language Roadshow for 119 out of 135 schools attended. empowerment working session to promote and strengthen the use of English FAL across the curriculum. Strategies in metacognition for the improvement of reading comprehension and 53 ways of planning from text to task. NW Training of subject advisors on the new set works. The Annual African Language festival is intended towards the improvement of reading, use of language and expressions, understanding the set works WC EFAL – Exam setting workshops were held for 108 EFAL teachers. Ci. SELT training conducted for 60 teachers. The Tips for Success 2016, which is given to all Gr 12 learners, includes examination terminology to assist learners who struggle with interpreting questions 75

Provincial Interventions: Best Practice PROVINCE BEST PRACTICE EC FS GP KZN LP MP NW NC WC An on-line curriculum coverage tool launched in April 2016. Focused support on content gap areas in the following areas has been provided including Telematics Centres; SAICA study camps and Fully-funded partnerships have been established to promote teaching and learning specifically in Mathematics, Physical Science and English FAL. Targeted support and monitoring from fist day of school (first push; mid push and last push programme) IBP Broadcasts; Incubation programme; winter school camps; walk in camps; JIT of teachers from selected underperforming schools on the 12 key gateway subjects. Curriculum Management Training for Principals. A Year long Saturday Intervention programme for learners from underperforming schools in all key subjects. Winter school camps for high flyers, progressed and borderline learners. Content and methodology workshops for teachers. Just in Time workshops for teachers. Winter school camps for all high enrolment subjects for all schools performing below 75%. 88 MST focus schools attended a workshop. Teacher content workshops were held in Agricultural Sciences (51) and Mathematics (51). Winter school camp for learners from Vuwani; SBA verification in 90 schools. Categorisation of schools curriculum audit; workshops to capacitate 953 teachers on identified challenging subject content in line with the 2015 NSC Diagnostic Report and Internal Moderators’ Reports. Winter camps for learners. Specific Progressed Learners’ Support ; Web-based Matric support; Revision Supplements Distributed Inside Newspapers. Psycho-social support to 2200 learners focussing on learning abilities assessment, motivation, career guidance, study techniques, supplementary tuition, compulsory study sessions, radio broadcasts, brain fuel, life-skills, coaching and mentoring. Extra lessons provided to Grade 12 learners at 130 high schools in 7 large enrolment subjects which commenced on 2 Feb and will end 10 Nov 2016. Extensive teacher development programme. School based winter programme to support underperforming schools.
Criteria for Interventions • Provinces presented targeted subject specific interventions to improve learner performance in the eleven (11) key subjects. Criteria to identify and select schools that participated in the intervention programmes: – Schools that achieved below 60 / 70% pass in the 2014 results. – All schools that enrolled 100 or more learners for in a subject in 2015. – Schools that enrolled 50 or more learners in 2015 but performed below 70% in the 2014 NSC examinations. – Schools that enrolled more than 100 learners in a key subject – First time (new) Grade 12 teachers – Schools that constitute the high risk learners that
