GOAL = TO INCREASE THE NUMBER OF SUCCESSFUL (“BEST QUALIFIED”) STUDENT/PLC APPLICATIONS TO STUDENT/PLC JOBS/INTERNSHIPS Public Land Corp Mississippi National River and Recreation Area has not recently hired using the Public Land Corp authority In 2017 Public Land Corp Hiring Authority was extended to include individuals from ages 16 to 30 AND extended the period of non-competitive hiring status former PLC members who met the eligibility from 120 days to 2 years from the completion of their most recent Corp service. Students Historically: up to 10 students per season using the old Student Temporary Employment Program (STEP)/Student Career Experience Program (SCEP) Pathways Program: Executive Order 13562 Recruiting and Hiring Students and Recent Graduates dated December 27, 2010, authorized two new excepted service hiring authorities and consolidated them with a revised Presidential Management Fellows Program to establish the Pathways Programs for students and recent graduates. 2018 at Mississippi National River and Recreation Area Pathways Park Ranger vacancy: 7 applications rated as “best qualified” with 1 local applicant, 49 people applied Biological Science Technician vacancy: 11 applications rated as "best qualified" with 6 local applicants, 74 people applied

PUBLIC LAND CORP Public Land Corp Serve as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that includes at least 120 hours through PLC An “appropriate conservation project” means any project for conservation, restoration, construction or rehabilitation of natural, cultural, historic, archaeological, recreational or scenic resource. The conservation work has been completed while the individual was a member of a qualified youth or conservation corps organization. A conservation project on State, local or private land can be defined as appropriate. These projects can count toward the overall 640 hours of service. These projects are not defined as PLC. At least 120 hours through PLC – all Public Land Corp projects are done on federal land, unless it is specified that the project was conducted on Indian land, any land held by incorporated Native groups, regional corporations, any village corporations under the Alaska Native Claims Settlement Act, Hawaiian homelands or on any former Indian reservation in the State of Oklahoma.
