AIRNow � Pre-MSC meeting on AIRNow held � AIRNow can accept any criteria pollutant and meteorology � New engines ◦ DMS (Data Management System), based on SQL �Also being used/tested by BAAQMD, SCAQMD, CARB ◦ IMS (Information Management System) � AIRNow Tech interface to be upgraded � Some outside groups querying AIRNow on an automated basis
NAAQS Update � SO 2 ◦ ◦ Was final on July 2, 2010 75 ppb 1 -hour NAAQS 5 -minute data reporting required Population-weighted emissions index (PWEI) used for number of required monitoring sites �New sites to be operational by 1/1/2013 ◦ Hybrid approach for designations �Monitoring + Modeling �Currently under litigation �Guidance issued in March 2011 (planned for Jan. )
NAAQS Update � Ozone ◦ Final rule on new NAAQS delayed again �Now to be not later than 7/31/2011 ◦ Monitoring rule also delayed �Will include: �Rural requirements �Monitoring in areas >50, 000 population �Changes in season lengths for some states ◦ Implementation rule may come out concurrently with NAAQS
NAAQS Update � CO ◦ Proposal issued 1/28/2011 �No change proposed to existing level or form of the standards � 1 -hour of 35 ppm 8 -hour of 9 ppm ◦ New monitoring rule proposed �Monitoring at near-roadway NO 2 sites in CBSAs > 1, 000 �Preference will be to us trace-level analyzers �New monitoring to commence by 1/1/2013 ◦ Final rule must be issued by 8/12/2011
NAAQS Update � Particulates ◦ Policy Assessment (2 nd draft) issued June 2010 ◦ New Policy Assessment issued 4/19/2011 �PM 2. 5 �Annual average in range of 13 – 11 µg/m 3 �If 11 – 12 µg/m 3, consider leaving 24 -hour at 35 µg/m 3 �If 13 µg/m 3, consider changing 24 -hour to 30 µg/m 3 �PM 10 � 24 -hour in range of 85 – 65 µg/m 3 in the form of the 98 th percentile �Secondary PM 2. 5 �Focus is on visibility �Consider using a calculated light extinction indicator based ion IMPROVE algorithm o New NAAQS proposal in August?
NAAQS Update � Lead ◦ Final monitoring rule published in FR on 12/27/2010 �Required at NCore sites in CBSA’s > 500, 000 �By 1/1/2012 �Source-oriented monitoring at sources > 0. 5 TPY �By 12/27/2011 �Pilot study at 15 airports > 0. 5 TPY (in addition to initial airports) ◦ Investigation on-going on getting rid of Flame AA as the reference method as now have much better methods, including ICP/MS
NAAQS Update � Secondary NOx/SOx ◦ Policy Assessment issued 1/14/2011 ◦ Proposed rule court-ordered by 7/12/2011 ◦ Focus on Aquatic Acidification Index to address carrying capacity of the environment �AAI = F 1 – F 2 – F 3 [NOy] – F 4 [SOx] ◦ CASAC/AAMS draft review letters updated 4/9/2011 �Concerns on using monitoring techniques that are not fully developed or are not commonly used �Look at measuring NOx and SOx using existing techniques such as CASTNET filter packs
NATTS � Second 3 -year period now complete � 2004 – 2006 or 2005 – 2007 � 2008 – 2010 � Request that states/locals review all data and get all 2010 data in AQS as soon as possible so can commence trends analyses � All acrolein data in AQS now moved to a new “unverified” code due to quality issues � Encourage all air toxics sampling projects to follow NATTS sampling, analysis and data reporting requirements for national consistency
Other Air Toxics � School Air Toxics ◦ All data collection complete ◦ Final report to be developed ◦ Several schools impacted by particulate metals �New trailer-based XRF monitor to do additional sampling � Community Scale Air Toxics ◦ Grant now available �Applications due by 5/23/2011 ◦ Focus on community and solutions/outcomes, not on just technological monitoring issues ◦ Environmental justice a role as well
Near-Roadway NO 2 � There are questions as to whether NO 2 is higher near roadways � Other pollutants being considered for nearroadway sites as well ◦ CO (already proposed) ◦ Fine particulates ◦ NOy � 5 pilot sites being developed ◦ Albuquerque, Boise, Baltimore, Miami, Tampa � Guidance selection being developed to help with site
Particulates issues � FEM assessments ongoing ◦ Concerns that Met-One FEM has a positive bias ◦ Concerns that Thermo FDMS has issues in high nitrate areas � PM 2. 5 filter supplier ◦ New low-bid supplier ◦ New filters are thicker and heavier �New mass weights needed for labs �Less prone to “taco effect” �Number now stamped on filter � Request that states/locals archive PM 2. 5 filters indefinitely (or at least 3 -years)
Other � Funding a big concern ◦ Lot of discussion on EPA proposals for additional funds ◦ Reallocation of 103 funds to 105 still a question ◦ Hard for EPA and others to work under a CR ◦ New budget has now superseded all MSC discussions � 1 -hour � Next NO 2 and SO 2 modeling MSC Meeting ◦ May 9 -10
